THE ORGANIZATION
With over 30 years of experience, Handicap International (HI) is an independent and impartial aid organization, currently active in 60 countries, working in situations of poverty and exclusion, conflict and disaster. It works alongside people with disabilities (PwDs) and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
HI has been present in the Middle East since 1987 and currently operates in Egypt, Iraq, Lebanon, Jordan and Palestine, with a regional office based in Amman, Jordan, and field offices in each country. In Palestine, HI has been active since 1996 and works in both Gaza and West Bank, through several projects funded by the European Commission (EC), the Ministry of Foreign Affairs of Luxembourg (MOFA Lux), the Canada Department of Foreign Affairs Trade and Development (DFATD), the French Development Agency (AFD), DFID, The OPEC Fund for International Development (OFID), and Caritas Germany. The annual budget of the mission for 2014 is more than 1.5 million Euros, which is expected to substantially increase in 2015, and it employs more than 20 nationals and two international staff, distributed among 3 offices (East-Jerusalem, Ramallah and Gaza).
THE ACTION:
Through the project “Fostering multi-stakeholders mobilization for the inclusion of persons with disabilities in their community in marginalized areas of oPt.”, HI has for global objective that Persons with disabilities (PWDs) have equal access to local services and policy dialogue aiming at reducing poverty in marginalized areas of the oPt.
The project will respond to identified inclusion challenges in the Gaza Strip, focusing on three main strategies of intervention: technical support to managers, professionals and community workers providing services to PWDs; development of multi-stakeholder collaboration mechanisms; and support to referral networks in particular to socio-economic services. The Project and overall strategy is structured in five interdependent main results:
i)Multi-stakeholder working groups (MSWGs) of service providers, local authorities, DPOs/SHGs, Community-Based Organizations (CBO) and Community-Based Rehabilitation (CBR) actors jointly assess the situation of PWDs and plan for their inclusion at local level.
ii)DPOs/SHGs have increased capacities to promote the inclusion of PWDs into mainstream socio-economic services and effectively contribute to multi-stakeholder planning processes at local level.
iii)CBR programs have increased capacities to refer and facilitate the inclusion of PWDs into mainstream socio-economic services at the community level.
iv)Key socio-economic services in the target areas have increased the inclusion of disability and PWDs in their work.
v)Services provided by physical rehabilitation centers in the State of Palestine are based on a user-centered approach, and collaboration and referral mechanisms between key stakeholders are improved.
OBJECTIVES OF THE POSITION:
Under the direct supervision and responsibility of the Project Manager, the Project Officer will be responsible for supporting the PM in the management, progress monitoring, coordination, budget follow up, evaluation and reporting to ensure quality implementation of the project “Fostering multi-stakeholders mobilization for the inclusion of persons with disabilities in their community in marginalized areas of oPt” implemented by Handicap International and 3 local partners in Gaza strip and funded by MOFA Luxemburg and EU / NSA”
RESPONSIBILITIES:
Responsibility 1:
1- Project Management Support::
-Support the PM in the overall project implementation follow up, management, M&E and reporting.
-Ensure partners understanding to the project objectives, outcomes and plan.
-Support the PM in managing the HR aspects ( performance assessment, IAPs, capacity building support)
2- Project Monitoring and Evaluation:
-In coordination with TO, DMO and PM; review and update the monitoring system plan, methodology and tools each six month.
-Ensure all developed project M&E tools are validated by TO & PM and contribute to measuring and reporting the certain planned qualitative and quantitative indicators of the project.
-Ensure partners and project teams are applying the M&E tools as planned (on monthly – quarterly – pre and post activity ....etc).
-Compile monitoring and evaluation tools’ reports from partners and team on timely basis as planned.
-Share information on M&E results with partners during the quarterly steering committee meetings.
-Closely follow up project implementation with partners and project team
3- Internal and External Coordination:
-Provide support to project steering committee; coordinate with partners, invitation and agenda, ensure materials prepared by project teams, write meeting minutes and follow up on its conclusions and recommendation with related parts.
-Represent the project in coordination meetings as delegated by PM.
-Enhance and respect to partnership approach and contribute to building constructive partnerships with HI through the project.
-Provide support to the DMO, TO and external consultants in organizing training activities.
4- Reporting:
-Submit weekly project progress report to the PM and team.
-Compile information and data to support the PM in drafting the Monthly Information Sheet.
-Compile activities reports , partners narrative and statistical reports on monthly basis
-Support the PM in updating the P&M tool reports on quarterly basis
-maintain updated records and reports of the project activities
-Share with partners updated project progress reports on quarterly basis.
5-Administrative, Budget Follow Up & and Financial Support:
-Compile monthly budget forecasts of project team & submit to PM by the monthly defined deadline.
-Facilitate project team activities’ support services needs in coordination with admin/log and finance team,
-Support the PM in monitoring the project budget and follow-up the expensesWork in close collaboration with the Project officer from Gaza (exchange of information and toParticipate in strategy elaboration° by HI & partners on monthly and quarterly basis according to the plan.
-Support the project team in preparing and validating the purchase and delivery cycle documents “PSR, quotations, summary bid analysis, ToRs, log preparations …etc”.
-Prepare commitment authorization for the project and partners’ expenses according to the budget tasks codification system and get it signed by PM.
-Participate to the regular coordination meetings with support services team. –
EDUCATION AND EXPERIENCE
-At least 5 years professional experience working in the disability field, of which 2 years working with an International Organization.
-Bachelor Degree in Business Administration/ Management or related field, preferable Master Degree in Management.
-Knowledge of project cycle management
-Ability to read and understand financial reports and budgets
