Project Officer

We are looking for a Project Officer to contribute to the DEC project delivery through supervising the project work plan and following up delivery of the MEAL plan. We also expect the Project Officer to monitor the progress of the project, and work with partners to deliver quality programming. The Project Officer will also assist in capturing learning from the project.

TEAM PURPOSE: The Gaza programme team is working with the European donor funded projects in the Gaza Strip. The specific DEC project targets vulnerable war affected HHs in the Gaza strip. The project has several components; cash programming, rehabilitation of livelihoods and piloting opening spaces for livelihoods for women components. The project has also innovative elements of Monitoring and Evaluation Accountability and Learning (MEAL), among them an Action learning component and the measurement of Wellbeing indicators.
JOB PURPOSE:
Contribute to the DEC project delivery through supervising project work plan and follow up delivery of the MEAL plan, monitoring the progress of the project, working with partners to deliver quality programming, assisting and capturing learning from the project, helping to ensure achievement of project goals, results and measurement of project specific MEAL indicators

DIMENSIONS:
-Work pattern is a mixture of reactive and project work. Communication is largely with internal staff, (including internationally) also with some external contacts and target audiences to support operational work.
-Analysis and communication of some complex information at a simple level is required to a wide audience to promote and influence
-Produce, assimilate, analyse and use programme information from varied and diverse sources to provide in-depth analysis in the specific programme unit or policy area.
-Support the development and implementation of the DEC project activities and MEAL planning
-Contributing to project specific budget follow-up
-Required to make sound judgements regularly within agreed processes using technical knowledge, a good understanding of the team and the facilities of the team.
-Role is variable with team-defined targets and/or minimum standards and is both proactive and reactive.
-Provide professional technical advice to partners staff
-Support the mainstreaming of gender in FS and Cash Programming analysis and within the project components
-Effectively work with other team members and promote team work spirit.
-Quality in all aspects of project management is essential and should be ensured throughout the life-time of project through demonstrated best practices.
KEY RESPONSIBILITIES
-Mainly responsible for supervises the implementation of DEC project Cash Programming and training components, and to support the work of partners in the delivery of identified areas
-Follow up delivery of project work plan to ensure timely delivery of activities under project components/identified areas.
-Technically support the team and partners staff in the planning and delivery of the Cash Programming activities including CFW and UCT in addition to other capacity building components.
-Ensures the effective planning and delivery of projects and / or defined areas of programme, including working with partners.
-Work with partners in planning activities and support the partner staff in the delivery of project activities
-Update and implement a comprehensive MEAL framework and lead on the delivery of monitoring activity plan of the project.
-Follow up delivery and implementation of MEAL activities by team and partners staff and ensure sound documentation of monitoring processes and products
-Provide analysis on MEAL related data collected throughout the project, with consideration of gender mainstreaming.
-Report to FSL manager on progress on regular basis and follow up with partners and within Oxfam implementation pending issues and/or challenges
-Design and implement appropriate feedback mechanisms with project participants that are contextual, effective, accessible and safe for beneficiaries, and ensure that feedback is recorded, reviewed and acted upon
-Capture, share and communicate key programme learning with end users and within the project/partner teams
-Support the team in preparing and supporting monitoring and evaluation visits by management and donors and disseminating related lessons learned.
-Support partnership management process by establishing and supporting gender sensitive and accountable monitoring and evaluation systems. Support the project team in carrying out monitoring, evaluation, accountability and learning in the project, including internal and external MEAL reporting, data collection, and data analysis relating to outputs, outcomes and impact of project.
-Ensure that gender, accountability and good partnership principles are mainstreamed into the, monitoring, evaluation and learning plans
-Ensure Oxfam MEAL minimum standards are met
-Contribute to the planning and implementation of humanitarian FS interventions in times
of emergencies.
SKILLS AND COMPETENCE:
-Demonstrated proven experience in project management, monitoring and evaluation working in international or local NGOs.
-Proven strong technical competence and experience in cash programming with various modalities
-Proven technical competence and experience in monitoring, evaluation, learning and social accountability.
-Experience in working closely with partner organisations and stakeholders throughout a programme cycle
-Experience of working in humanitarian contexts and emergency responses
-Sound understanding of project cycle in humanitarian & development contexts and
experience of administering project and programme management tools.
-Demonstrated experience of integrating gender into programming.
-Able to analyse in-depth quantitative and qualitative information.
-Understanding and ability to monitor and use indicators – input, process, output and
outcome
-Excellent interpersonal and team skills, with a good level of self-awareness, and the ability
to relate to people from all backgrounds.
-Very Good command over written and spoken English and Arabic
-Ability to work on own initiative and as part of a team
-Good skills in using MS Office and data analysis tools
-Commitment to the beliefs, aims and objectives of Oxfam
-A proven ability to be flexible in demanding situations and be able to multi task.
-Sympathy with the aims and objectives of Oxfam and commitment to humanitarian
