THE JOB
Based in Gaza, under the direct supervision and responsibility of the Rehabilitation Projects Coordinator (RPC), the Project Officer (PO) will be responsible for supporting the RPC in the management, progress monitoring, coordination, budget follow up, evaluation and reporting to ensure quality implementation of the project " Post-emergency intervention to provide essential multi-disciplinary rehabilitation services to the most vulnerable women, men and children in Gaza.” implemented by Handicap International and 4 local partners and funded by funded by the Department of Foreign Affairs Trade and Development – Canada” DFATD .


The action: Through the project “Post-emergency intervention to provide essential multi-disciplinary rehabilitation services to the most vulnerable women, men and children in Gaza .”, HI has for global objective that affected persons with injuries and persons with disabilities during the last crisis will have access to post emergency multidisciplinary quality rehabilitation services , as well to ensure HI  and partners have updated their emergency response plan to meet the needs of vulnerable groups and based on the lessons learnt from the response launched last summer.
   
HI and in partnership with four partners across the Gaza Strip five governorates (Baitona Society, PACF, NSR, SPHP) will work together within this project in order to:
-Reinforce of partners’ capacity to meet quality criteria
-Provide home-based functional rehabilitation & psychosocial support services to PwIs and PwDs as per their individual identified needs
-Train families of PWIs and PWDs on basic home based rehabilitation and follow up exercises
-Procure specific assistive devices and distribution to PWIs and PWDs
-Provide ongoing technical support and trainings to partners' outreach teams
-Identify and provide of support to PWIs for home accessibility adjustments
-Identify the lessons learnt from the emergency response with key stakeholders
-Mobilize DPO leaders and cuild their capacity to join information and capacity building towards humanitarian actors on disability inclusion
-Develop a training manual to include PWDs needs and demands into recovery effort
-Provide disability inclusion information and induction training to humanitarian workers
-Provision of ad-hoc support upon request to humanitarian actors to mainstream disability into their recovery response

JOB DESCRIPTION:
RESPONSIBILITY 1:
1-Project Management Support:
-Support the RPC in the overall project implementation follow up, management, M&E and reporting.
-Assist the project team in developing strategies to ensure that outreach teams are promoting a holistic approach when working with PwDs, PwIs and their families.
-Ensure partners and their respectful understanding to the project objectives, outcomes and plan.
-Support the RPC in following up the project HR aspects.    
2-Project Monitoring and Evaluation:
-In coordination with project team, RPC, TA; review and update the monitoring system plan, methodology and tools each six months
-Ensure all developed project M&E tools are validated by PC & TA and contribute to measuring and reporting the certain planned qualitative and quantitative indicators of the project.
-Ensure partners and project teams are applying the M&E tools as planned (on monthly – quarterly – pre and post activity ....etc).
-Compile monitoring and evaluation tools’ reports from partners and team on timely basis as planned. 
-Share information on M&E results with partners during the quarterly steering committee meetings.
-Prepare for the project quarterly reviews
-Closely follow up project implementation with partners and project team.

3-Internal and External Coordination:
-Provide support to project steering committee; coordinate with partners, prepare invitation and agenda, ensure materials prepared by project team, write meeting minutes and follow up on its conclusions and recommendation with related parts.
-Represent the project in coordination meetings as delegated by RPC.
-Enhance and respect to partnership approach and contribute to building constructive partnerships with HI through the project.
-Provide support to the project team and/or consultants in organizing training activities. 
-Maintain a high quality professional and interpersonal attitude with internal and external stakeholders and colleagues. 
4-Reporting:
-Submit weekly project progress report to the RPC.
-Draft project monthly information sheet and submit to RPC.
-Compile activities reports , partners narrative and statistical reports on monthly basis
-Support the RPC in updating the P&M tool reports on quarterly basis
-Maintain updated records and reports of the project activities. 
-Share with partners updated project progress reports on quarterly basis.
-Draft to RPC in drafting interim and final donor reports.   Use various communication means (written, spoken, etc) during activities to ensure effective inclusion of all participants
-Maintain a positive image of Handicap International and the partner organizations at all times and in all circumstances.

5-Administrative, Budget Follow Up & and Financial Support:
-Compile monthly budget forecasts & submit to RPC by the monthly defined deadline.
-Facilitate project activities’ support services needs in coordination with admin/log and finance team,
-Support the RPC in monitoring the project budget and follow-up the expensesWork in close collaboration with the Project officer from Gaza (exchange of information and toParticipate in strategy elaboration° by HI & partners on monthly and quarterly basis according to the plan.
-Support the project in preparing and validating the purchase and delivery cycle documents “PSR, quotations, summary bid analysis, ToRs, log preparations …etc”. 
-Prepare commitment authorization for the project and partners’ expenses according to the budget tasks codification system and get it signed by PM.
-Participate to the regular coordination meetings with support services team.

-Good skills in organization, co-ordination and the transfer of knowledge are essential. The person must be able to work independently and without constant supervision.
-Excellent communication skills are essential to ensure cohesion with other programme and partner staff.  Diplomacy and good negotiating skills are primordial

Technical skills:
-Fluent both written and spoken English and Arabic
-Excellent networking and coordination skills
-Excellent monitoring and evaluation skills.
-Good budgeting and financial follow up skills.
-Excellent report writing skills in English and Arabic
-Computer skills (word, excel, power point, access)

EDUCATION AND EXPERIENCE:
-At least 5 years professional experience working in the disability field, of which 3 years at least working with an International Organization.
-Bachelor Degree in Business Administration/ Management or any other related field, preferable Master Degree in Management.
-Applicants must have demonstrated mastering capacity of the project cycle management processes.
-Ability to read, understand, and follow up financial reports and budgets
-Valid driving license.
