War Child Holland (WCH) is an independent and impartial, international, and non-governmental organization that has been working in the occupied Palestinian territories (oPt) since 2004. WCH invests to secure a better future for children affected by armed conflict. The organization supports all children, regardless of their religion, race, social status, or gender. The basic premise of our work is the United Nations Convention on the Rights of the Child, and our primary role is providing protection and psychosocial support for children and training youth leaders on the concepts of development and child protection.
Overall objective
The Project Officer (PO) for the “Palestinian Women and Girls lead and engage in WPS in the oPt” project is responsible for managing the implementation of War Child Holland (WCH)’s activities in close cooperation with WCH implementing partners. PO is accountable for harvesting a quality implementation of the activities through working closely with implementing partners on reporting, Monitoring Evaluation Accountability and Learning (MEAL) and quality assurance. S/he will provide on-site support and capacity building of implementing partners as required for assuring quality implementation and reporting.
Role in the organisation
Title: Project Officer – Women Peace and Security (WPS)
Reports to: WPS Consortium Coordinator
Location: Jerusalem with frequent travel to West Bank & Gaza Strip
Duration: One year with three months’ probation period starting from January 2022 (renewable based on good performance)
Essential functional relations: MEAL Specialist, Finance Officer, WCH Operations department, WCH direct Implementing partners, occasionally main consortium’s partners
Major Duties and Responsibilities:
- Monitor activity implementation progress and ensuring quality bi-monthly and annual narrative reporting.
- Monitor project expenditure and adherence to contracts/agreements established with project partners and counterparts on project implementation.
- Assisting Consortium’s Coordinator in preparation of overall project reports.
- Support WCH implementing partners in ensuring that data encoding and data analysis is being done properly and diligently.
- Support WCH implementing partners in activity planning framework and strengthen the implementation including ensuring effective MEAL framework.
- In consultation with related project members, lead the planning and implementation of event, regular field visits, workshops, study tours and facilitate workshops, discussions and consultations with partners and stakeholders.
- Attend meetings with project partners and government actors and take minutes of project meetings when required.
- Work with implementing partner staff to collect and compile all available data and information on the progress, key threats, and issues related to project and present field data gathered for further analysis and for MEAL and communications’ products.
- Provide Consortium’s Coordinator with technical information related to the development of project field activities and approaches.
- Perform administrative tasks such as support finance and logistics (e.g. financial documentation, procurement, visits, travels, etc.) for the project, provide translation and interpretation when required, maintain project filling system to be applied and followed by all project staff (SharePoint).
- Develop and maintain database of all technical reports, presentation, maps, data and information, pictures produced by the project as well as list of organizations and related stakeholders working in related fields, related products, etc.
- Co-coordinate with other related SGBV and protection projects and NGOs in the project areas when required.
- Ensure good and close liaison in collaboration with project network, coalitions and clusters when relevant.
- Develop network of project collaborators and agents for implementation, from local sources and provincial/district offices.
- Promote organization’s presence in the community by attending meetings, workshops and related field activities alongside partners.
- Coordinate the evaluation and monitoring of implementation of the project work plan, and ensure that MEAL system is well-maintained and constantly updated by the project implementing partners.
- Provide inputs to communications products, materials, and campaigns to ensure accurate information of the project when required.
- Secure community and project stakeholder participation and ensure accountability to projects participants in development of the Monitoring and Evaluation Plan, and support the implementation of the feedback and complaint response mechanism (FCRM).
- When needed, required to produce technical reports and assessments on the SGBV and protection from violence.
- Additional duties and responsibilities as required by the Consortium Coordinator.

متطلبات الوظيفة
Knowledge and experience
- Bachelor’s Degree in management, business administration, gender and development or other related fields. Master’s degree would be an advantage.
- At least 4 years of professional experience in coordinating and implementing human rights project including women’s rights.
- At least 3-years of experience working with/for INGOs.
- At least 2-years’ experience in the sector of SGBV and or CSO/CBO engagement in SGBV and protection.
- Experience in implementing MEAL plans, data collection and analysis.
- Experience in maintaining online database and reporting.
- Practical experience with focus on application of CSO/CBO engagement tools, policy and MEAL capacity building processes.
- Experience in coordinating/working with diverse community and government stakeholders. Working with target community groups in marginalized areas is highly preferred.
Skills & Abilities
- Good understanding of SGBV, protection, women empowerment, child’s protection and community-based organization engagement in oPt.
- Good understanding of partnership building and engagement strategies in oPt.
- Good understanding of civil society and SGBV context in oPt include trends and driving changes.
- Excellent Report writing skills in English. This will be tested.
- Good knowledge of project management.
- Excellent in spoken English and Arabic.
- Team player and contributing effectively to WCH team.
- Working independently with WCH implementing partners and spending periods of time in the field.
- Proficiency in MS office (word, excel, PowerPoint, and outlook…etc.)
- Travelling frequently to Gaza Strip.
- Full adherence to WCH’s values and safeguarding policies.
