Project Officer
Main role:
- Under the supervision of her/his Line Manager, the Project Officer contributes to the smooth implementation of the project in compliance with contractually agreed targets, scope, duration, budget and donor compliance obligations.
- The Project Officer is responsible for the active daily follow-up of project activities ensuring results-based management is integrated along with proper effective and efficient consideration of project’s constraints of time, budget and quality.
- The Project Officer works in cooperation with other thematic areas to provide support as needed. She/he works closely with the partners and the Monitoring, Evaluation Accountability and Learning (MEAL) team to ensure that monitoring plans are in place, and feedback and reports are generated in timely manner and to the highest quality standard .
Main responsibilities:
Project Management
- Under the supervision of the Project Manager, oversee daily direct and indirect project activities implementation in accordance with the project plans, and ensure the progress of project achievements is being made within time, budget, and quality metrics
- Work in close coordination with her/his direct supervisor and projects’ partners to develop project detailed implementation, financial, procurement plans, and monthly strategies and synergies, in addition to any other required documents
- Assist in management of project implementation with project partners, ensuring that proposed results are achieved on time, within budget, and in compliance with donor regulations
- Coordinate with implementing partner to ensure that the projects activities in each results area are implemented in accordance with the project proposal and agreement
- Use the necessary tools to collect both qualitative and quantitative data in order to capture uncovered needs
- Participate regular project team meetings for successful project implementation
- Participate in the identification of further needs and the elaboration of assessments for potential project proposals
Strategy and Project Development
- Contribute to identify new types of intervention through regular assessments at field level
- Intervene in the mapping of relevant stakeholders and services and cross-cutting sectors
- Play an active role in the relations with national and local partners at field level
Financial, Logistics and Compliance Management
- Intervene in the forecast and the monitoring of the operational budget
- Work closely with the support services departments on all financial and logistical issues
- Intervene in the follow-up of operational recommendations based on internal/external audits
Monitoring and Evaluation
- Under the supervision of her/his Line Manager, work closely with the MEAL team to ensure project monitoring systems are in place and that reviews are undertaken
- In collaboration with MEAL team, assist in the development of MEAL plan and (M&E) tools, ensuring adequate Monitoring, Evaluation, Accountability (to beneficiaries and donors) and Learning activities are implemented
- Contribute to monitor the humanitarian situation in the areas of intervention and conduct field visits to verify project activities are implemented according to contractual targets and up to quality standards
- Ensure accountability and transparency to beneficiaries, communities and donors
Reporting
- Participate to the implementation of Project Follow Up tool (PFU) under the supervision of the Project Manager, in coordination with MEAL team
- Contribue to the drafting of periodic or final internal or external reports both narrative and quantitative
- Compile field information into reporting requests from the sector or any other relevant stakeholder
Representation and Communication
- When requested, represent Tdh at relevant meetings with communities, local authorities or any other relevant identified stakeholders
Safety and Security
- Comply with Tdh security regulations and ensure that safety measures and guidelines are known and followed by all the project staff
- Monitor the security situation in the operational areas and establish a good understanding of the context and risks associated with a changing environment
- Report any security/safety incident and/or risk to the top management
- Develop a network to facilitate the project acceptance
Other duties
Complete other duties at the discretion of the management

Requirements for the position:
Qualifications
- Bachelor in social sciences or in relevant field
Experience
- Minimum of 3 years’ proven experience with (I)NGO in a similar position (mandatory)
- Proven experience in overseeing the implementation of integrated approach projects (Child Protection, Education, WASH, Shelter, NFI, Cash, etc.)
- Strong knowledge of grant management with adherence to donors’ regulations (financially and technically)
- Proven experience of managing relationships in local organizations with numerous stakeholders in different locations
- Demonstrable experience in building relationships and representing the organization to external stakeholders active in the area of intervention
Competencies
- Demonstrated skills in project cycle management
- Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes difficult working circumstances. Ability to work well and punctually under pressure in very volatile contexts
- Excellent analytical, organizational, problem-solving skills
- Excellent communication, negotiation and dispute resolution skills
- Excellent written, spoken and reporting skills in both English and Arabic
- Very good IT skills including (MS Office)
