Techlinic LTD is a Jerusalem based company, working in the field of software and entrepreneurship development. We are managing “Medical & AI Innovation Program” in Jerusalem and West Bank.   

The Medical & AI Innovation program in East Jerusalem will be a source of innovation in the fields of medicine and AI that originate from the combination between the disciplines of medicine and engineering (software, with an emphasis on AI).

Our mission is to bridge the gap between medical expertise and technological innovation and to foster an ecosystem where the best minds from diverse backgrounds can create groundbreaking technological solutions to health challenges.

We aim to lead the transformation in healthcare services and empower startups to lead the way that will impact a revolution in the global healthcare and healthtech industry.

The program is to combine the world of engineering with the world of medicine and create an ecosystem that harnesses the potential of medical knowledge, and be a spearhead in the fields of medical technologies and bio-convergence.

We are seeking to hire Project Officer, who will join our small team of five experts.    

The Role Entails:

  • Under the supervision of the CEO, the Project Officer contributes to the smooth implementation of the project in compliance with contractually agreed targets, scope, duration, budget and donor compliance obligations.
  • The Project Officer is responsible for the active daily follow-up of project activities ensuring results-based management is integrated along with proper effective and efficient consideration of project’s constraints of time, budget and quality.
  • The Project Officer works in cooperation with other thematic areas to provide support as needed. She/he works closely with the partners and the Monitoring, Evaluation Accountability and Learning (MEAL) team to ensure that monitoring plans are in place, and feedback and reports are generated in timely manner and to the highest quality standard .
  • The Project Officer is the vital link between Techlinic and its projects, focusing primarily on USAID-funded initiatives among other programs.
  • The position require travel between West Bank and Jerusalem.

Project Management: 60%

  • Under the supervision of the CEO, oversee daily direct and indirect project activities implementation in accordance with the project plans, and ensure the progress of project achievements is being made within time, budget, and quality metrics
  • Work in close coordination with her/his direct supervisor and projects’ partners to develop project detailed implementation, financial, procurement plans, and monthly strategies and synergies, in addition to any other required documents
  • Assist in management of project implementation with project partners, ensuring that proposed results are achieved on time, within budget, and in compliance with donor regulations
  • Coordinate with implementing partner to ensure that the projects activities in each results area are implemented in accordance with the project proposal and agreement
  • Use the necessary tools to collect both qualitative and quantitative data in order to capture uncovered needs
  • Participate regular project team meetings for successful project implementation
  • Act as focal point for participants, listen to concerns and help. overcome challenges, collect feedbacks and progress reports. 
  • Manage participants attendance and evaluation.
  • Help building alumni community, manage alumni engagements in events, workshops, mentorship etc. 
  • Prepare quarterly program requirements list (with cost estimation) 

Monitoring and Evaluation 10%

  • Under the supervision of the CEO, work closely with the MEAL team to ensure project monitoring systems are in place and that reviews are undertaken
  • In collaboration with MEAL team, assist in the development of MEAL plan and (M&E) tools, ensuring adequate Monitoring, Evaluation, Accountability (to beneficiaries and donors) and Learning activities are implemented
  • Contribute to monitor the health sector in the areas of intervention and conduct field visits to verify project activities are implemented according to contractual targets and up to quality standards
  • Ensure accountability and transparency to beneficiaries, communities and donors

Administrative: 10%

  • Coordinate training activities, meetings, appointments, and travel arrangements.
  • Recruit participants for the training, help them to prepare for interviews with clients.
  • Provide general support to the team as needed.
  • Manage petty cash and invoices.
  • Assist with administrative tasks including data entry, filing, and document preparation.
  • Travel for meetings and events in West Bank and Jerusalem. 

Recruitment, filtering, and registration: 10%

  • Prepare marketing campaigns i.e. message, design, marketing materials, flyers, social media etc. for Palestinians.
  • Run the campaign across the network and pipeline.
  • (Selection Process) with CEO and CTO, Review applications and CVs, filtering the most suitable candidates for the program, and interview them, this includes all assignment stages, as well as filtering the applicants.
  • Manage proper progress and final reports for the operation, including but not limited to, spreadsheets of the finalists; personal documents such as ID, passports, and any other missing data.

Reporting:  10%

  • MEL, Milestones and KPIs
  • Monthly progress report

Education and Experience

  • Bachelor Degree – Essential
  • Excellent English, Hebrew is an added value
  • Two years relevant work experience, working with startups is an added value
  • Knowledge of the health system in Jerusalem and West Bank is an added value
  • Use of CRM or other planning tools
  • USAID experience is an added value
  • Strong knowledge of grant management with adherence to donors’ regulations (financially and technically)
  • Proven experience of managing relationships in local organizations with numerous stakeholders in different locations
  • Demonstrable experience in building relationships and representing the organization to external stakeholders active in the area of intervention

Competencies 

  • Demonstrated skills in project cycle management
  • Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes difficult working circumstances. Ability to work well and punctually under pressure in very volatile contexts
  • Excellent analytical, organizational, problem-solving skills
  • Excellent communication, negotiation and dispute resolution skills
  • Excellent written, spoken and reporting skills in both English and Arabic
  • Very good IT skills including (MS Office

Key Terms:

 Working Hours: 184 hours per month, Sunday-Thursday from 9:00 AM to 5:00 PM, with weekends off (Friday and Saturday).

  • Benefits: Comprehensive basic benefits package as per Israeli law, including pension, provident fund, transportation, health and national insurance, Recreation and Retreat.
  • Contract Period:  12 months with a high possibility of renewal, subject to positive performance evaluation. There will be three-month preparation period at the beginning of the contract.
  • Starting Date: Directly after completing the recruitment process.
  • Final acceptance is subject to satisfactory USAID
