Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament's vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

We are looking for a new Project Officer - Conflict Preparedness and Protection (CPP) to join our programme team in our Ramallah, West Bank office. The position requires a person with experience in mid-level coordination and planning related to the implementation of humanitarian projects, as well as proven experience in leading partnership-based implementation, while providing oversight support to partners in their field operations. The Project Officer will be expected to have a background which demonstrates an ability to support partners, lead project activities, provide technical support, develop partner capacities and collaborate on adaptations based on lessons learned, coordinate with relevant stakeholders (Protection Cluster, UNMAS (and other UN agencies as appropriate), PMAC, other Humanitarian Mine Action actors and protection-focused consortia, etc.), produce high-quality reporting, conduct and contribute to building partners’ capacity for Quality Assurance, and monitor a range of simultaneous field activities given the dynamic and varying health and safety contexts across the West Bank.
The successful CPP Project Officer should demonstrate excellent contextual and situational analysis, well-developed and mature interpersonal and communication skills; leadership skills that demonstrate and promote inclusion and partnership; ability to demonstrate and work with a high degree of personal responsibility and integrity; and the ability to communicate effectively with team members (international and national personnel) during a time of NPA’s country programme increased demands and growth. The CPP Project Officer must be able to contribute to and uphold the country programme strategy, follow procedures in complex settings, and meet deadlines. Proven ability to learn quickly, take initiative and be accountable for capturing lessons learned, results, multi-tasking, prioritizing, and simultaneous attention to detail are key to the successful fulfilment of this role. A high professional standard of work ethics and code of conduct, as well as the willingness and ability to adapt to the needs on the ground, while striking a balance with implementing compliance with NPA and donor policies.
The CPP Project Officer must be an innovative and creative thinker, highly energetic, and self-motivated – while also being a team player working closely with the Ramallah office team as well as remotely with colleagues in Amman, Jordan and in the Gaza Strip as required. The CPP Officer is expected to contribute to the further development of NPA’s global CPP framework and approaches, while being responsive and adaptive to the unique needs and approaches required for the immense changes and dynamics faced on the ground in the various Palestinian contexts.
Location: Ramallah, Palestine (Nb. duty station is non-negotiable given situational context in the West Bank)

Requirements:
- Undergraduate degree in a related field.
- Three plus years’ experience in humanitarian work, preferably related to working in partnership in for Humanitarian Action, designing, planning and delivering trainings (ToTs), Mine Action, and/or integrated protection programming.
- Experience in project support, planning, implementation, and follow up is essential.
- Experience in conducting technical content vis-à-vis trainings and support-coaching sessions.
- Practical experience in Monitoring and Evaluation and data management – including qualitative data as being complementary to quantitative data.
- Previous experience in insecure and conflict-affected environments, and able to work effectively under, & adapt to, difficult conditions.
- Experience with ‘healthy and safety’ analysis, policy and practice development, and implementation in complex environments, including support to colleagues and partners.
- Written & verbal proficiency in English and Arabic are required.
- Practical awareness and sensibilities towards programming and training with conflict sensitivity (CS) and do no harm (DNH), gender, and cross-cutting protection approaches applicable in dynamic and conflict-prone environments.
- Excellent computer skills.
- Experience of using GIS and/or Information Management solutions is an advantage.
- Previous experience liaising with national authorities, the UN, and other relevant bodies are an advantage.
- Full driving licence preferred.
Overall, you have mature and well developed communication and interpersonal skills, with training and mentoring skills, founded n working in partnership with local actors. You are good at consulting and making decisions and have a systematic and organized approach to your work. As a professional, you are able to work on a team as well as able to adapt to working on your own initiative including applying accuracy, consistency, attention to detail, tenacity while under pressure.
What you will do:
- Work within the framework of NPA’s core values, including NPA’s Partnership Policy.
- Act as an ambassador for NPA, through professionalism, appropriate communications, and upstanding conduct.
- Adhere to all NPA policies, regulations and procedures, including NPA’s Code of conduct.
- Maintain and care for all equipment issued by NPA and for any loss or damage, you will be liable for repair or replacement.
- Follow all verbal and/or written instructions, unless in direct violation of health and safety and duty of care.
- Ensure a safe workplace and protect property and equipment from damage.
- Contribute to training and capacity-building methodologies and development based on the Palestine contexts.
- Attend to any other tasks or duties as requested and assigned by the West Bank Area Coordinator (line manager for this position), the Country Director, the Programme Coordinator (Amman based) and the Programme Manager – DMAD and PM-Humanitarian Response when on-boarded in 2024. Technical support and guidance provided by the GSA CPP who is outside the MENA region.
