I. Specific objectives:
- In line with the Mission MHPSS Strategy, support in the operational management of the MHPSS ER projects (programmatic, logistics, HR, finance) and follow it up with all partners.
- Contribute to the elaboration of the MHPSS strategy through the diagnosis of the MHPSS needs in close work with the MHPSS Manager.
- Support in ensuring proper monitoring, evaluation and reporting of MHPSS ER program activities.
- Maintain the communication and collaboration of the MHPSS department with other departments.
II. MAIN RESPONSIBILITIES
Main responsibilities and activities of the MHPSS Project Officer can change according to the organization of the work and to the composition of the team.
- Program Management
- Strategy
- Participate in the conduction of MHPSS ER needs assessments and diagnosis, under the supervision of the MHPSS Manager, and in the proposition of MHPSS ER interventions.
- Contribute to the drafting of MdM MHPSS strategy and implementation.
- Contribute to lessons-learnt and practice sharing meetings and workshops at the project level.
- Attend MdM technical/strategic meetings with local partners, and when requested by the MHPSS Manager.
- Programming
- Support the MHPSS Manager in ensuring a quality implementation of MHPSS ER program and a close follow-up in its different aspects such as logistical, administrative, among others requested by the MHPSS Manager.
- Ensure that the MHPSS ER field team follows the set protocols and SOPs while delivering the MHPSS activities and that all tools are properly completed and safely stored.
- Support the MHPSS Manager on following-up on important MHPSS technical issues that require specific attention such as referrals, sensitive cases, based on the SOP’s.
- Document and report to the MHPSS Manager any concerning issues observed or raised by the MHPSS ER team or partners.
- Contribute to the development of technical protocols, SOPs, and training material, in collaboration with the MHPSS Manager and MHPSS Coordinator, while following MHPSS ER guidelines.
- Support MHPSS Manager in planning and organizing training, workshops, and meetings (such as project kick off, closeout and review meetings).
- In cooperation with the MHPSS Manager and MHPSS Coordinator, make proposals for re-orientation of the programmers and the MHPSS framework of the mission according to the situation on the field.
- Provide regular updates of the MHPSS ER main trends and stakeholders on request of the MH Manager.
- Work in close collaboration with the medical department supporting departmental harmonization and participate in ensuring the smooth implementation of joint projects.
- Data Collection, reporting and analysis.
- Ensure the qualitative (through the technical analysis) and quantitative data collection for MHPSS Emergency response activities by the team, according to MdM standards.
- In coordination with the MHPSS Manager, support the MEAL department in the proper data analysis and produce related summaries in a monthly basis to report progress on MHPSS ER activities, in addition to highlighting challenges and recommendations for the way forward.
- Support the MHPSS Manager in the writing of donor’s reports.
- Assist in the preparation of technical SITREPs and contribute to the program data analysis in collaboration with the MHPSS Manager and MHPSS Coordinator.
- Provided with any other requested report when needed.
- HR and Team Management
- Coordinate, monitor, and follow up daily at the operational level, the MHPSS ER team.
- Support the MHPSS Manager in establishing a plan of annual leave for the MHPSS ER staff to ensure there are always sufficient HR resources available.
- Support the MHPSS Manager in the briefing of new MHPSS ER staff.
- Support the MHPSS Manager in the conduction of internal MHPSS ER team meetings, such as case discussions, training, among others requested by the MHPSS Manager.
- Gather the training needs of the MdM MHPSS ER team and raise the identified needs with the MHPSS Manager.
- Ensure good communication and keep the link between projects’ team and the support departments of the base for the projects’ implementation.
- Ensure adequate information flow within the different field teams in terms of communication channels and content of messages.
- Financial Management:
- Support the MHPSS Manager in the forecast of the monthly financial needs of the projects.
- Participate in analysing the MHPSS project budget consumptions.
- Logistic Management:
- Support the MHPSS Manager in the forecast of the monthly logistic needs of the projects.
- Follow-up on the preparation of Mission Requests (MR), following the Logistic department procedures.
- Provide the project and MHPSS ER summary activities weekly plan to the MH Manager.
- Provide the MHPSS ER weekly movement to Logistic department.
- Representation:
- Upon delegation by the MHPSS Manager, coordinate the MHPSS service delivery with local partners and maintain contacts with local partners (Ministry of Health, international organizations, NGOs, etc.) on the relevant aspects of the projects.
- Participate in MHPSS meetings and follow-up when delegated by MHPSS Manager.
- Security:
- Apply and respect MdM security rules in the mission.
- Others:
- Maintain good socio-professional relationships with national and international partners.
- Attend team meetings and give qualitative input.
- Take part in advocacy and communication activities under the supervision of his/her direct supervisor.
- Perform other additional duties on request of the MHPSS Manager.

III. RequirmentS:
- A bachelor’s degree in psychology, with a major in Psychology and/or in Social Work /Public health / Management.
- At least 2 years of professional experience in the relevant field.
- Experience in training and supervising MHPSS specialized and non-specialized staff as well as in project management
- Experience in humanitarian sector.
- Considerable knowledge of MHPSS international guidelines and standards (mhGAP, IASC, etc).
- Previous work experience with international organizations is an asset.
- Human Resources management skills as well as strong communication and facilitation skills.
- Ability to work under pressure and meet tight deadlines.
- Ability of organizing, planning, and prioritizing tasks.
- Reporting and data collection skills, both qualitative and quantitative.
- Excellent writing skills and computer skills (Excel, Word, Power Point)
- Reporting and proposal writing skills.
- Fluency in Arabic and English (both written and spoken) is mandatory.
