I. Main objective:
- Supporting the MHPSS Manager at operational level, ensuring timely quality implementation of MHPSS activities across the West Bank in adherence to the project deliverables, donor, sector and MdM guidelines and protocols.
II. Specific objectives:
- In line with the Mission MHPSS Strategy, support in the operational delivery and management of the MHPSS projects (programmatic, logistics, HR, finance).
- Support in ensuring proper implementation, monitoring, evaluation and reporting of MHPSS program activities.
- Maintain interdepartmental communication and collaboration of the MHPSS department and other departments technical or otherwise.
- In collaboration with MEAL department establish detailed indicator monitoring on project activities to ensure targets are met.
III. MAIN RESPONSIBILITIES
Main responsibilities and activities of the MHPSS Project Officer can change according to the organization of the work and to the composition of the team.
- Program Management
- Strategy
- Participate in the conduction of MHPSS needs assessments, under the supervision of the MHPSS Manager, and in the proposition of MHPSS interventions.
- Collaborate with MHPSS SMT team on the development of project kick off and close outs.
- Contribute to lessons-learnt and best practice sharing meetings and workshops at the project level.
- Attend MdM technical/strategic meetings with local partners, when requested by the MHPSS Manager.
- Programming
- Support the MHPSS Manager in ensuring quality implementation of MHPSS activities whilst maintaining close follow-up with support departments for different operational aspects such as logistical, administrative, finance among others requested by the MHPSS Manager.
- Plan, participate, and compile towards donor (concept note, proposal, midterm, end term reports) and internal reporting (SITREP’s, Success Stories, Project Reviews).
- Support the MHPSS Manager on following-up on important MHPSS technical issues that require specific attention such as actor referrals and actor mapping services, based on the WB MHPSS updates.
- Document and report to the MHPSS Manager any concerning issues observed or raised by the MHPSS teams from the field in collaboration with MHPSS Coordinator and MEAL FCRM (when applicable).
- Under the direction and supervision of the MHPSS Manager and MHPSS Coordinator contribute to the development of technical protocols, SoPs, and training material.
- Maintain accurate project cycle management matrix for all projects, with up-to-date records of MHPSS program activities, partnerships and outcomes.
- Support MHPSS Manager in planning and organizing trainings, workshops, and meetings with stakeholders and partners.
- Work in close collaboration with the medical department as needed (complementary programming) and directed by technical coordinators and field Co.
- Data Collection, reporting and analysis.
- Ensure the qualitative and quantitative data collection for MHPSS response activities by the team, according to MdM and sector standards.
- Support the MHPSS team in the writing of reports (assessments, studies, summaries, internal and external reporting) rising from data collection and analysis.
- Under the direction of MHPSS Co and MHPSS Manager engage with the communication officer for IEC material development related to MdM MHPSS activities ensuring visibility of actions.
- Contribute to program data analysis and assist in the preparation of technical and non-technical SITREPs in collaboration with the MHPSS Manager and MHPSS Coordinator.
- HR and Team Management
- Coordinate, monitor, and follow up daily operational requirements of the MHPSS team such as movements to hot spots in line with fluid context and community MHPSS needs.
- Support the MHPSS Manager in the briefing and onboarding of new MHPSS staff.
- Support the MHPSS Manager in conducting internal MHPSS team meetings, such as case discussions, training, FCRM reviews.
- Ensure good communication flow while keeping the link between project and support teams at the base to ensure timely, quality implementation of projects’ activities.
Adequately prepare MHPSS team base level leaves, ensuring no overlapping in critical times in discussion with MHPSS manager.
- Financial Management:
- Support the MHPSS Manager in the forecast of the monthly financial needs of the projects.
- Support the MHPSS Manager in analysing the MHPSS project budget consumptions/burn rates (if needed).
- Logistic Management:
- Follow-up on the preparation of Purchase Orders (PO’s) and Mission Requests (MR), in coordination and within procedures of the Logistic department
- Provide per project MHPSS logistics summary of activities per weekly plan to the MHPSS Manager.
- Provide the MHPSS weekly movement to Logistic department.
- Representation:
- Participate in MHPSS meetings and follow-up when delegated by MHPSS Manager.
- Security:
- Apply and respect MdM security rules in the mission.
- Others:
- Maintain good socio-professional relationships with national and international partners.
- Attend team meetings and give qualitative input.
- Take part in advocacy and communication activities under the supervision of his/her direct supervisor.
- Perform other additional duties on request of the MHPSS Manager.

I. Requirments:
- Bachelor’s degree in social work, Public Health, International Development, or a related Social Sciences field. Relevant certifications in Mental Health and Psychosocial Support are a plus.
- At least 2-3 years of experience in MHPSS Programs or support in humanitarian sector, public health or a related field.
- Experience in humanitarian settings, or crisis response is highly desirable. Previous work experience with international organizations is an asset.
- Strong communication and facilitation skills.
- Strong problem-solving skills and ability to work under pressure.
- Ability of organizing, planning, and prioritizing tasks.
- Reporting and data collection skills, both qualitative and quantitative.
- Excellent writing and computer skills (Excel, Word, Power Point)
- Reporting and proposal writing skills.
- Fluency in Arabic and English (both written and spoken) is mandatory.
