BACKGROUND

Alianza por la Solidaridad (Alianza) is a Spanish NGO existing since more than 30 years and present in the Middle East since 1993. Since 2009 it has developed a process of sectorial and geographical targeting for its interventions, which meant the prioritization of women’s rights and gender equality. Alianza por la Solidaridad (Alianza) in the Middle East works within three main lines of action:

  • Prevention and response for Gender Based Violence, individual and community approach.
  • Women´s economic empowerment.
  • Women´s participation and active citizenship.

Alianza maintains stable local partners with whom it works in a sustained manner and deepening not the relations and regular contacts through the office in the field, but a fluid communication and analysis of the changes caused by the protracted conflict-related crisis and humanitarian situation in Palestine. Engaging men is a key piece to achieve meaningful results in gender equality, therefore, since 2017 there is a progressive work on implementing a new masculinities approach with community members and with CBOs, partners and other key actors. Alianza works closely with its partners and support their work in a manner that represent Alianza and the partners values. Alianza has extensive experience and expertise on women´s rights and there is a high degree of knowledge about the environment and only relation with the population, civil society organizations, other humanitarian actors and local public entities. Alianza por la Solidaridad is member of Action Aid since June 2018.

Action Aid and Alianza share the idea that when people become aware that their future is in their hands and when they organize to challenge power structures and contribute to the betterment and changing of institutions, changes can succeed. These changes should take place on a global scale in order to generate maximum impact, and they should be rooted in the political values of solidarity and internationalism. In addition, for Action Aid and Alianza, Social justice, gender equality, and climate justice succeed through individual and collective actions that actively change inequitable and unjust power relationships, either hidden, visible, or invisible, from the home to local, national, and international spaces. The empowerment of people that live in poverty and marginalization, and of women and youth is a crucial part of creating these changes. Collective efforts and fights are stronger when they are bound together through solidarity, campaigns, and common causes between communities, organizations, and social movements and other allies to influence local and global institutions and public policy.

JOB DESCRIPTION

Position: Project Officer/Field Officer – Musanada Project
Location: Northern Region (Ramallah, Nablus, Jenin, Tulkarm) – Primarily Field-Based
Reports to: Area Manager/Project Coordinator (Alianza por la Solidaridad - APS)
Contract Type: Full-Time
Duration: May 10, 2025 – May 9, 2026 (One-Year Contract)

MAIN TASKS AND RESPONSIBILITIES

  1. Project Coordination and Implementation:
    1. Coordinate and engage directly in the planning, development, and implementation of activities with local partners and CBOs.
    2. Ensure interventions are aligned with project objectives, donor requirements, and safeguarding principles.
    3. Monitor project activities to ensure timely and effective implementation according to the work plan.
    4. Participate in kick-off meetings, action plan development, project closing activities, feedback, and accountability sessions.
    5. Provide technical support, guidance, and any additional assistance required by the CBOs to fulfill project requirements, maintain compliance with standards, and strengthen their overall implementation capacity.
    6. Facilitate coordination between APS project teams, partners, and relevant stakeholders.
    7. Follow up directly with the Project Manager to ensure coherence and alignment of all activities with overall project objectives.
    8. Support CBOs in strengthening and expanding their networks by facilitating connections with other CBOs, relevant stakeholders, and institutional actors. Foster collaboration, knowledge-sharing, and joint advocacy across local and regional levels.
    9. Maintain active and consistent communication with CBOs through regular physical visits, virtual meetings, and other accessible channels to ensure continuous coordination and timely support.
  2. Monitoring, Evaluation, and Reporting:
    1. In coordination with the MEAL Officer and in support of the project’s MEAL efforts, collect, analyze, and document data related to project activities, ensuring accurate and timely reporting against established indicators.
    2. Prepare technical and financial reports for APS and UNICEF as required.
    3. In coordination with the MEAL Officer, oversee the collection of Sources of Verification (SoVs), ensuring proper data archiving, accurate translation, and timely uploading to SharePoint.
    4. In coordination with the MEAL Officer, review partner reports (technical and financial) on a quarterly basis and provide constructive feedback to enhance reporting quality and alignment with project objectives.
    5. Ensure all documentation is updated and correctly filed on relevant systems.
  3. Contracting and Documentation:
    1. Draft Terms of Reference (ToR) and lead selection processes for technical services when necessary.
    2. Prepare and manage contracts related to project activities.
    3. Ensure compliance with donor regulations and provide guidance to partners when required.
    4. Remain attentive to the needs of the communication team within partner organizations, maintaining continuous coordination with the Project Manager to ensure alignment with PSEA network communication protocols and visibility requirements.
    5. Document project activities through photos, videos, or other means, based on prior consent agreements with the CBOs and in accordance with organizational visibility, safeguarding, and data protection policies.
  4. Risk Assessment and Compliance:
    1. Contribute to project risk assessment and the development of mitigation strategies.
    2. Ensure adherence to APS and UNICEF’s safeguarding policies throughout project implementation.
    3. Identify risks associated with project activities and propose mitigation measures accordingly.
  5. Communication, Advocacy, and Coordination:
    1. Represent APS in meetings with partners, stakeholders, and public institutions when required.
    2. Ensure effective communication with stakeholder's , partners, and public institutions.
    3. Implement internal communication policies and tools as instructed by APS.
  6. Proposal Development and Strategic Opportunities:
    1. Support the identification and development of new project proposals and strategic opportunities in collaboration with the area manager and representatives.
  7. Additional Tasks:
  8. Carry out any additional tasks requested by APS that contribute to the overall goals of the organization, even if related to other projects or assignments within the organization’s mission.
  9. Security and Code of Conduct:
    1. Apply and adhere to APS’s internal regulations, including safety protocols and code of conduct.

REQUIREMENTS

  • Advanced degree in Development Studies, Gender Studies, Social Work, Human Rights, or related field.
  • At least 3  years of experience working on gender and development projects with international NGOs, including technical and financial reporting.
  • Proven experience in project design, planning, implementation, monitoring, and evaluation, particularly from a gender and human rights perspective.
  • Familiarity with European and International donor regulations and standards.
  • Skills in leading meetings, workshops, and focus groups.
  • Familiarity with results-based management, logical framework, and M&E tools.
  • Proficiency in digital tools and new technologies.
  • Strong analytical, communication, and reporting skills.
  • Fluency in Arabic and English (spoken and written).
  • Ability to work independently and travel frequently to field sites.
  • Proven skills in proposal writing, negotiation, and process facilitation. Strong understanding of protection-related issues, including PSEA, GBV, gender-based vulnerabilities, and safeguarding standards. The candidate should demonstrate awareness of the ethical, cultural, and operational sensitivities surrounding these topics, especially in the context of humanitarian work and local civil society engagement.

CONTRACT AND WORKING CONDITIONS

  • Contract Type: Full-Time Labor Contract
  • Duration: 10, 2025 – May 9, 2026 (One-Year Contract)
  • Remuneration: According to APS’s salary scale and relevant experience.
  • Probation Period: Three months.
  • Location: Based in the Northern Region (Ramallah, Nablus, Jenin, Tulkarm) with frequent travel to CBO sites.
