Job Summary:
CRS is seeking a Shelter Project Officer to oversee CRS’ Emergency Shelter Response in the West Bank, with a focus on the north and flexibility to travel across the West Bank. CRS is currently implementing shelter programming through repairs to damaged households and cash for shelter programming. As a Shelter Project Officer, you will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.
Roles and Key Responsibilities:
- Contribute towards development of shelter implementation approaches and strategies in adherence with the Shelter Cluster Guidance and incorporate learning throughout the project. With the diverse needs across the West Bank, support the design of technical shelter responses that both meet the immediate needs of the families affected and ensure quality standards.
- Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
- Plan and conduct regular field visits to the targeted communities to monitor program quality and progress against implementation plans and provide technical support to partners and project participants and ensure that activities are being completed within the specified timeframe and to acceptable level of technical and program quality. This can include rapid damage assessments, creation of BOQs, technical monitoring, and final data collection for the completion and quality of the works.
- Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Provide coaching and mentoring to partner staff on the project approaches and assist partners in their efforts to reflect on project experiences.
- Ensure that gender, protection, the environment, and other important crosscutting concerns are considered in program design, implementation, and reporting; ensure that project activities reflect the needs of specific groups and individual.
- Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.
- Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.
- Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
- Ensure compliance with quality control procedures in line with CRS procedures during implementation of the shelter repairs.
- Support the dissemination of the CRS Safeguarding Policy & Code of Conduct and Ethics to local implementing partners, project beneficiaries, and relevant community members, including mechanisms to safely make a report or provide feedback; ensure compliance with this policy and immediately notify supervisor of any concerns.

Basic Qualifications
- Bachelor’s degree required.
- Minimum of 2 years of work experience in project implementation. Experience in the field of Shelter Programming and for an INGO would be a plus.
- Additional experience may substitute for some education.
Required Languages – English and Arabic fluency is required.
Travel - Must be willing and able to travel up to 30-40% across the West Bank, as needed, security
permitting.
Knowledge, Skills and Abilities

- Good relationship management skills and the ability to work closely with local partners and community members
- Attention to details, accuracy and timeliness in executing assigned responsibilities

Preferred Qualifications
- Bachelor’s degree in engineering, international development, or related field.
- 2-4 years’ experience working in an NGO environment.
- Experience in working with Area C and refugee camps within the West Bank.
- Experience in participatory action planning and community engagement.
- Experience monitoring projects and collecting relevant data preferred.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
