ANERA is an international, non-profit, non-governmental organization implementing infrastructure projects in the West Bank and Gaza.
ANERA is recruiting for two vacancies to serve under its newly awarded Palestinian Community Infrastructure Development (PCID) Program, a five-year USAID-funded program to be based in its Jerusalem office:
Project Proposal Development Officer
General Roles and Responsibilities:
The Project Proposal Development Officer will work under the guidance of the Chief Engineer for Design Development and will supervise the Gender Coordinator within the design unit principally working on developing the project proposal ready to be submitted to USAID for discussion and approval. Together with the Gender Coordinator, the Project Proposal Development Officer will ensure the involvement of women, youth, and other marginalized groups within the communities
to participate in the project proposal formulation, verification of needs, environmental impact assessment in order to prepare a fully comprehensive project proposal for USAID approval.
Specific responsibilities will include:
-Frequent travel to communities throughout the area, meeting with community representatives.
-Lead the process of needs assessments and project identification with the Gender Coordinator, local community representatives, and infrastructure engineers.
-Facilitate the process of gathering information and statistics about targeted communities to be included in the project proposal.
-Ensure that the environmental impact assessment is carried out and is ready to be included in the project proposal.
-With guidance from and in coordination with the Chief Engineer for Design Development, ensure that project proposals are being produced on time and simultaneously in accordance to the timetable approved in the Annual Work Plan of the PCID program.
Qualifications:
-A university degree in Social Studies or related fields, with a minimum of 6-8 years experience in community outreach, social work, preferably with a background working within international organizations.
-A motivated, outgoing personality with experience in recognizing and addressing isolated/marginalized groups’ community issues and needs related to project implementation in the project area.
-Any previous work within the infrastructure sector is preferable.
-Creative thinking; knowledge of Communications and PR campaigns, events and tools.
-Excellent public speaking and presentation skills and an ability to connect with others and forge good relationships.
-Excellent computer skills, including Microsoft Office Applications, as well as Internet research abilities. Knowledge of SPDD would be desirable.
-Arabic and English fluency (both oral and written) is essential. Excellent reporting skills are a must.
-Ability to organize and maintain detailed records; complete necessary paperwork and meet deadlines.
-An expressed interest in international development through coursework, travel, and/or internship/professional experience is desirable.
-Possession of a clean driving license, in addition to a good geographical knowledge of the area.
