Project Supervisor MDR Team

Handicap International (which runs projects under its operating name, Humanity & Inclusion - HI -), is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. OBJECTIVE OF THE POSITION:

Under the supervision of the Project Manager, the Project Supervisor is responsible for overseeing HI’s and its partners' Multi-Disciplinary Rehabilitation Teams and others at the governorate level. This role ensures that rehabilitation, protection, and psychosocial support services are delivered efficiently and in alignment with HI’s quality standards and guidelines. The Supervisor collaborates with the technical officers, rehabilitation officer, team leaders and MDR focal points, and provides administrative and operational support. and works closely with partner coordinators and other implementing partners like UNRWA to coordinate field activities and address challenges.

Responsibilities:

 Responsibility 1: Operational Implementation and Team Leadership

 Activities:

·        Lead and coordinate the Multi-Disciplinary Rehabilitation Team’s and project team activities in the designated area, working closely with team leaders to ensure aligned and effective field operations.

·        Regularly assess the team’s work progress, ensuring activities follow approved plans and schedules.

·        Work proactively with team leaders to address operational issues, implementing prompt solutions to optimize service delivery in the field.

·        Follow up the number and characteristics of the MDR interventions in the designated area

·        Coordinate the MDR implementation with support services (finances, log, HR…)

·        Organize and chair monthly team meeting with MRD team leader and focal points

·        Join the area's bi-weekly coordination meeting and work closely with the core team at the governorate level.

·        Report to the PM Participate in emergency preparedness and response activities, aiding in resource allocation, team mobilization, and continuity planning during crises.

·        Lead and support the Assistive devices and NFI distribution in the designated area

 Responsibility 2: Stakeholder Coordination and cooperation with partners involved in project implementation

 Activities:

·        Serve as the primary contact for UNRWA at a geographical level to coordinate activities, monitor progress, and address obstacles.

·        Maintain relationships related to MDR interventions with local actors, partners, and stakeholders, providing relevant information and facilitating effective communication channels.

·        Support the Gaza Area Manager in representing HI in local forums, community meetings, and partnerships to advocate for beneficiaries' needs and HI’s mission.

·        Organize coordination meetings with partners and stakeholders to assess the MDR progress made under project     implementation

·        Support the partners, rehabilitation officer, and rehabilitation technical officer in identifying the MDR team's needs for capacity building

·        Support the partners, rehabilitation officer, and rehabilitation technical officer in leading and managing the MDR teams

 Responsibility 3: Manage the project team's Administrative and Logistics Coordination

Activities:

 ·        Facilitate administrative tasks, ensuring MDR field teams have the necessary approvals, resources, and logistical support.

·        Ensure adherence to HI policies, including safeguarding, Code of Conduct, and compliance with donor requirements.

·        Support the PM finalizing the monthly payments for CBAs and their supportive documents

·        Assist the Project Manager in coordinating resources and logistical support to equitably allocate resources across project activities.

·        Ensure the appraisal framework is in place and functional and that objectives are set up for team members under line management

·        Lead, coach and supervise the MDR team in the designated governorate including HI staff and CBAs

·        Ensure that operational, financial, administrative & logistics procedures are respected by MDR staff

·        Follow up upon MDR leaves in collaboration with the human resources department

Responsibility 4: MDR Monitoring, Reporting, and Documentation

 Activities:

Ø  Develop planning and contribute to the review MDR budget breakdown.

·        Facilitate the data collection for documenting indicators and measure the progress made

·        Prepare and submit regular reports on activities, challenges, and achievements, ensuring accuracy and adherence to HI guidelines.

·        Gather and document success stories and case studies, capturing beneficiary testimonials and project impact.

·        Provide timely updates on activities, needs, and field developments to inform project adjustments and improvements.

·        Identify the good practices/ lessons learnt from the project

·        Contribute to the good practices/lessons learnt analysis and documentation under the supervision of the Technical team

·        Contribute to the data collection and analytical framework set up for MDR interventions

  • University degree in the field of expertise of the project or in development studies
  • Minimum of 3 - 5 years practical experience in managing project and staff
  • Minimum of 3 years practical experience in the field of expertise of the project
  • Minimum of 3 years practical experience in MDR
  • Strong Experience in the physical rehabilitation sector is strongly recommended
  • Good capacity for teamwork
  • Strong organizational skills and Time management skills
  • Strong communication and interpersonal skills.
  • Knowledge about own leadership skills/profile
  • Good level of English language,
