Terms Of References - Projects Coordinator

Under the supervision of the Director General of the International Relations and Projects in the Ministry of Finance & planning, the projects coordinator will be responsible for coordinating the Italian funded projects in line with Ministry of Finance & planning responsibilities stated in the Memorandum of Understandings, financial agreements and any related agreements, follow up with the beneficiaries, prepare monitoring reports, risk assessment, experience in micro-small, small and medium enterprise access to finance and documentation and cooperate with the auditors, profes- sional analysis of the audit reports and ability to respond if needed , producing analytical reports that professionally shows economic and financial analysis.

Specific Tasks To Be Performed:

-Review the Memorandum of Understandings, the financial agreements and procedure manuals (if any).
-Manage and monitor the implementation of the projects in accordance with MoF responsibilities in the
agreements including the liaison of the Advisory committees meetings.
-Prepare financial and economic reports in a regular manner, follow up with the beneficiaries and assess in
the disbursements process.
-Review the procurement requests, tenders according to the procedures that mentioned in the MoUs.
-Meet work standards by following productivity and quality standards, identifying work process
improvement and resolve operational Problems.
-Collect project data and information to assess project progress and to ensure alignment with project objec-
tives.
-Check financial reports, annual operational plans including the quarterly extracted budgets (procurement
plans) that received from the beneficiaries.
-Check narrative report.
-Responsible for all communication with the Italian Cooperation office technical issues.
-Responsible that all activities are in accordance of the MoUs and financial agreements.

Key Competencies

-Education – at least a BA in economics, finance or related fields.
-A minimum of 2 year experience.
-Personal qualities – a determined and confident individual capable of working in a fast moving team,
disciplined and self-directed thinking. She or he also needs to build the necessary professional relations
and trust with other members of the economic community for the work to succeed.
-Solid understanding of issues related to public finance, venture capital and private sector de- velopment in the field of SMEs, Medium enterprises as well as entrepreneurships, vulnerable
people.
-Strong ability to manage tasks independently.
-Strong results orientation.
-The candidate must have relevant experience for economic issues and governance. Good understanding
of other government policy areas preferred. The post requires the ability to work closely with colleagues in the government, state owned companies, semi-governmental organizations and cooperatives, the pri- vate sector business community, international investors and the donor community.
-Communication and computer skills – confident and fluent oral communications are essential with an ability to speak and write very well in Arabic and English.
