Position Purpose

The Projects Coordinator at the Association of Palestinian Local Authorities (APLA) will play a vital role in the effective planning, implementation, and completion of projects that support the development and empowerment of Local Government Units (LGUs). This position ensures that all projects are aligned with APLA’s strategic objectives, contribute to strengthening local governance, and enhance the capacities of LGUs to better serve their communities and improve the quality of life for Palestinian citizens.

APLA Background

Established in 1997, APLA is an independent institution that brings together all LGUs. APLA is mandated with representing the collective interests of LGUs, providing lobbying and advocacy in support of LGU capacities, and facilitating the exchange of information and best practices among LGUs. APLA further serves as a channel of dialogue between the central government and LGUs across Palestine with a view to enabling them to provided better services to Palestinian citizens. To this end, APLA defends the rights of and represents LGUs at all national, regional, and international levels.

Key Responsibilities

APLA is looking forward to hiring projects coordinator to fulfill the following tasks:

  1. Assist in overall management of projects, including planning and reporting.
  2. Develop detailed project plans outlining scope, objectives, timelines, and deliverables.
  3. Prepare and present progress reports, proposals, and updates to stakeholders and donors.
  4. Conduct regular evaluations and provide recommendations for improving project effectiveness and sustainability.
  5. Manage project budgets, ensuring efficient and effective use of resources.
  6. Identify and secure additional funding and resources to support project activities.
  7. Oversee procurement processes and ensure compliance with organizational and donor regulations.
  8. Prepare comprehensive project reports for internal and external audiences.
  9. Provide policy support for designing and implementing project activities based on APLA’s Strategic Plan, including writing proposals, drafting correspondence, preparing briefs and presentations, and participating in research projects, publications and relevant committees.
  10. Develop and implement trainings, capacity-building activities, communication, policy dialogue and other outreach programs for LGUs.
  11. Facilitate effective communication and collaboration among project stakeholders, including LGUs, donors, and partners.

Reporting requirements

The Projects Coordinator will report on a day-to-day basis to the Projects Manager.

Contract Period

One year, with possibility of extension.

Qualifications and experiences:

  • Bachelor’s degree in Public Administration, Project Management, Development Studies, Political Science, or a related field.
  • 5 years’ Proven experience in in project coordination, implementation, and reporting within the development, or NGO sectors. Local Government sector is preferred.

Skills:

  • Fluent in both Arabic and English.
  • Solid understanding of local governance structures and the role of Local Government Units (LGUs) in Palestine.
  • Demonstrated experience in preparing project proposals, action plans, budgets, and monitoring and evaluation (M&E) tools.
  • Strong organizational and time management skills, with the ability to manage multiple tasks and meet deadlines.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with stakeholders, partners, and LGUs.
  • Proficient in MS Office (Word, Excel, PowerPoint, Outlook).
