Global Communities (formerly CHF) is implementing a five-year, Local government and
Infrastructure (LGI) program in the West Bank with funding from the United States Agency for
International development (USAID). The overall goal of the Local Government and Infrastructure
Program (LGI) is to promote an enabling environment for good local governance and provide the
basic infrastructure necessary for sustainable improvements in the quality of life for Palestinians in
the West Bank. To support the implementation of this program, Global Communities is seeking
a qualified candidate to assume the following position:

Projects Engineer - Location: Hebron


The position will be based at Global Communities Hebron Office, working across the South
West Bank and will report to the Construction Management Team Leader. The incumbent will
be mainly responsible for the following:
-Conduct regular quality control checks on construction sites, monitoring site safety,
environmental and disability considerations, amongst others;
-Conduct preliminary screening of designs received from LGUs or design firms and
ensuring tenders completeness;
-Review and approve contractors’ preconstruction submittals (safety plan, work method
statement, traffic plan, QC plan, etc.);
-Review and approve contractor’s time schedule and follow up on implementation
progress;
-Prepare progress reports of the various construction stages as required by the Program
Management and the Donor;
-Supervise Site Engineers, provide all needed support, and follow up on resolving any
arising issues;
-Ensure Site Engineers full adherence to the best engineering practices and Global
Communities’ construction management, quality control and assurance and contract
management guidelines and instructions;
-Review contractors’ payment requests to be effected by the Program;
-Maintain and update the projects’ complete set of files and documentations;
-Prepare projects’ close out actions (completion report, contract release agreement,
employment records, defects liability guarantee, contractor evaluation amongst others,
and submit final project file to the Program Management)

Key qualifications:
-Bachelor’s degree in civil engineering or construction management.
-A minimum of ten years of relevant experience working on supervising and managing
construction projects in the fields of buildings and/or other infrastructure.
-Prior experience working with USAID or other international donor-funded infrastructure
projects, preferred.
-Knowledge of international building codes related to seismic performance in design of
projects and construction, desirable.
-Reporting and writing skills in English and Arabic is a requirement.
-Computer skills in MS office, AutoCAD, MS Project and/or Primavera;
-Ability to work within a team and under pressure and willingness to travel frequently to
various localities in the region; and
-Registered with the Engineers Association and has a valid driving license.
