Projects Engineer
Position Purpose:
The Projects Engineer will be a key figure in ensuring the successful execution of grant-funded projects. This role involves close coordination with APLA’s members – Local Government Units (LGUs) – to overseeing and leading all subgrant projects to ensure alignment with APLA's and donors' policies and regulations. The Projects Engineer will ensure that funds are utilized responsibly, effectively, and efficiently, thereby contributing significantly to the achievement of project goals and objectives.
The Engineer will be deeply involved in all stages of the grants cycle, from supporting administrative and selection processes to negotiating grant awards and overseeing their implementation. This includes performing thorough evaluations and assessments of potential grantees, monitoring financial and operational progress, and ensuring that project close-outs adhere to all APLA's rules and regulations. Additionally, The Projects Engineer will facilitate and coordinate field activities, conduct regular monitoring visits, organize the capacity building activities and manage stakeholder coordination and compliance.
APLA Background
Established in 1997, APLA is an independent institution that brings together all LGUs. APLA is mandated with representing the collective interests of LGUs, providing lobbying and advocacy in support of LGU capacities, and facilitating the exchange of information and best practices among LGUs. APLA further serves as a channel of dialogue between the central government and LGUs across Palestine with a view to enabling them to provided better services to Palestinian citizens. To this avail, APLA defends the rights of and represents LGUs at all national, regional, and international levels.
Project Background
APLA is leading multiple grant projects aimed at fortifying the capacities of Palestinian municipalities and village councils. These grants aim to provide substantial Local Economic Development (LED) grants to selected (LGUs), enhancing their ability to spearhead impactful socio-economic projects. These efforts align with APLA’s strategic goals of improving local governance and ultimately contribute to the broader agenda of sustainable development in Palestine.
Accordingly, APLA is looking forward to hiring projects Engineer to fulfill the following tasks:
Key Responsibilities
- Oversee and lead all subgrant projects implemented by APLA, ensuring activities align with overall strategy and timelines.
- Develop and update project action plans, frameworks, and budgets for subgrants.
- Develop and implement capacity-building programs for (LGUs) that include workshops, on-the-job training, and provide technical assistance.
- Facilitate and coordinate field activities, including initiatives, sessions, and trainings with (LGUs).
- Conduct regular monitoring visits to ensure effective implementation and documentation of subgrant activities.
- Manage coordination and compliance with project stakeholders.
- Prepare and submit timely narrative and financial reports.
- Screen applications received and assist in the evaluation and merit review process for potential grantees.
- Conduct pre-award assessments, including reviewing applicants’ legal documents, financial statements, and relevant certifications to ensure completeness.
- Support guarantees with the procurement process.
- Review grant payments and manage documentation related to the closeout of subgrants.
- Maintain complete files for each grantee, including applications, contracts, deliverables, communications, and records of all correspondence and meetings.
- Arrange and document grants meetings as needed, including note-taking and drafting meeting summaries.
- Provide policy guidance and interpretation to grantees on APLA’s and donors’ grant policies.
- Actively participate in problem-solving and troubleshooting throughout the grant cycle to ensure implementation remains within the original design concept.
Reporting requirements
The Projects Engineer will report on a day-to-day basis to the Projects Manager.

Minimum qualifications
Qualifications and experiences:
- Minimum a bachelor’s degree in engineering.
- 5 years’ Proven experience in Engineering and Projects Management.
Skills:
- Background in managing municipal engineering projects.
- Attention to detail, excellent organizational and planning skills, and strong staff management skills.
- Fluent in both Arabic and English.
- Excellent knowledge of MS Office (Word, Excel, PowerPoint, Outlook) and good background in archiving.
- Excellent skills in planning, monitoring, and results-based reporting.
- Field operations management experience.
- Excellent interpersonal communication skills.
