Women Equality and Empowerment Team Lead / Projects Manager
The Women Equality and Empowerment Team Lead / Projects Manager, based in Ramallah, will play a vital role in advancing CARE’s mission in the West Bank/Gaza by managing the implementation a key development projects aimed at promoting resilience, protection, and socio-economic inclusion. The WEE Team Lead/Projects Manager is responsible for the strategic leadership, management and operational oversight for the following project:
"The Women Equality and Empowerment Program - Palestine (Powered by Women)"
- Duration: 5 years (Expected starting March 2025 – December 2029).
- Partners: Business Women’s Forum (BWF), and Juzoor for Health and Social Development.
- Objective: advancing women & girls equality and empowerment across nine districts in the West Bank and Gaza. The project focuses on three core thematic areas: 1) Women’s Voice and Leadership 2) Women’s Economic Empowerment (WEE) 3) Sexual and Reproductive Health Rights (SRHR) and Ending Violence against women & girls (VAWG). The project also includes a cross-cutting focus on civil society strengthening and challenging harmful social norms. The WEE component aims to empower women economically by addressing structural barriers, promoting entrepreneurship, and enhancing women’s access to financial resources and leadership opportunities.
In addition to PbW project, the WEE Team Lead/PM, will supervise the WEE/Women & Girls Equality team in designing and implementing projects that promote women’s economic empowerment, entrepreneurship, leadership, women & girls’ equality in Palestine.
These projects include: 1) AMALI: Empowered Women and Youth for Resilient Communities, 2) Empowering Women-Owned Businesses in the West Bank and Gaza, 3) Women’s Voice and Leadership in West Bank and Gaza. This leadership role will line manage projects managers responsible for these projects and ensure the successful delivery of projects outcomes, managing partnerships, and advancing equality & economic empowerment for women & girls in Palestine.
In coordination with other team members, the WEE Team Lead/PM is expected to support the Country Office fundraising strategies, continue to engage with local partners and lead effective implementation, communication and regular sharing of the progress of the program with the concerned CI/CARE Partner Members (CMPs), local authorities and the other concerned stakeholders.
Job responsibility #1: Project Management and Implementation (30%)
- Lead the planning, execution, and monitoring of all project activities, ensuring alignment with objectives, timelines, and budgets.
- Provide technical guidance for:
- Women’s Voice and Leadership - Women’s Economic Empowerment (WEE) - Sexual and Reproductive Health Rights (SRHR) and Ending Violence Against Women & Girls (VAWG).
- Ensuring alignment with CARE’s Women & Girls Equality Framework, Resilience Framework, and Nexus approach.
- Civil society strengthening and challenging harmful social norms.
- Oversee initiatives aimed at fostering enabling environments for women and youth economic inclusion, including community leadership, private sector engagement, and strategic advocacy.
- Collaborate with partners to integrate approaches addressing VAWG, disabilities, and structural barriers to economic participation.
- Ensure systematic capacity building for project beneficiaries and partners, particularly in entrepreneurship, women & girls’ equality, and resilience.
- Monitor progress, address challenges, and ensure quality standards across all deliverables.
- Regularly document project learning and adapt interventions based on evolving needs.
- Prepare comprehensive project plans and reports for CARE, donors, and stakeholders.
- Conduct regular field visits to ensure quality implementation and maintain engagement with stakeholders.
Job responsibility #2: Financial, Compliance, and Administrative/ HR Management (20%)
- Develop, monitor, and adjust project budgets and procurement plans in compliance in coordination with the finance and support team, ensuring compliance with CARE and donor requirements.
- Oversee procurement and resource allocation, ensuring timely and transparent execution.
- Manage contracts, agreements, and sub-grants, ensuring adherence to CARE and donor policies.
- Monitor sub-contractor performance to ensure adherence to terms and quality standards.
- Monitor financial performance (accurate financial tracking, reporting, and budget alignment) and ensure alignment with project objectives.
- Implement audit recommendations and maintain records for project assets and procurement activities (proper tracking and registration).
- Provide adequate supervision to direct reports and support them with guidance and direction on work planning, priority setting, task management, performance, growth and learning.
- Monitor the recruitment, training and promotion of program staff to ensure core functions are filled with a focus on nationalization of positions where feasible.
- Manage the performance of direct reports using CARE performance management policies and procedures as well as through appropriate coaching, mentoring, training and development.
- Ensure adherence to and enforcement of HR policies including punctuality, productivity and principles of a professional work environment within the program team with high consistency.
- Maintain a positive working relation with the staff by demonstrating consistent and effective management and leadership roles.
Job responsibility #3: Monitoring, Evaluation, Accountability, and Learning (MEAL) (20%)
- Collaborate with the MEAL/Program Quality team to design and implement comprehensive MEAL frameworks, ensuring adherence to CARE’s standards.
- Facilitate regular and accurate data collection, analysis, and reporting for indicators and outcomes, with a focus on gender equity and inclusivity.
- Lead learning and adaptation processes, documenting successes, challenges, and lessons learned.
- Prepare advocacy materials, success stories, and case studies to inform scaling efforts, in collaboration with partners and the communications team.
- Ensure evidence-based documentation of initiatives, such as inclusive entrepreneurship ecosystems and HDP (Humanitarian-Development-Peacebuilding) learning.
- Contribute to the design of new project concepts and proposals in line with programmatic priorities.
Job responsibility #4: Supervision of the Women Equality & Empowerment Team and CO Representation (25%)
- Lead and manage the WEE team, providing strategic direction and technical guidance to ensure the successful implementation of WEE interventions.
- Ensure Project Managers are properly monitoring budgets, program activities and adopt early measures to address potential diversion from planned activities/spending.
- Oversee the design and delivery of entrepreneurship development programs, financial literacy training, and business support packages for women entrepreneurs.
- Ensure the integration of Advancing Women & Girls approaches in all WEE activities, including engaging men and boys (EMB) as allies and addressing harmful social norms.
- Support the WEE team in conducting market assessments, identifying economic opportunities for women, and developing innovative solutions to address barriers to women’s economic participation.
- Monitor and evaluate the impact of WEE interventions, ensuring that project outcomes contribute to women’s economic empowerment and women & girls’ equality.
- Serve as the primary liaison with project partners, local authorities, ministries and other stakeholders.
- Represent CARE in sectoral coordination meetings and national platforms, advocating for women and youth empowerment.
- Lead advocacy campaigns in collaboration with local partners, leveraging evidence for transformative policy shifts.
- Foster collaborative relationships with private sector entities, local CSOs, and community representatives.
- Support donors and CARE monitoring visits, ensuring transparent communication and reporting.
- Coordinate knowledge-sharing initiatives, particularly on gender-transformative resilience and inclusive development.
- Lead and manage the project team, fostering professional development, collaboration, and team spirit.

Job Profile Requirements
Required
- Bachelor’s degree in Women & Girls Studies, Development Studies, Economics, Business Administration, Social Sciences, or a related field. (e.g., marketing, economics, or international development).
- Master’s degree (MBA/MSc) in economic development, entrepreneurship, women & girls’ integration, protection, or socio-economic resilience is an asset.
- Additional certifications or training in Women’s Economic Empowerment, Violence against women & girls (VAWG) programming, SRHR, advancing women & girls approaches, or inclusive value chains is a plus.
- At least 7 years of demonstrated experience in managing large-scale, multi-year projects in economic empowerment, women & girls equality/ protection, resilience, livelihoods or MSME development in fragile contexts, funded by international donors.
- At least 4 years of line management experience.
- Proven experience in managing projects funded by international donors.
- Strong technical expertise in women’s economic empowerment, entrepreneurship, and advancing women & girls programming.
- Experience working with marginalized communities, including women, youth, persons with disabilities, and women & girls violence survivors.
- Demonstrated experience in partnership management, stakeholder engagement, and advocacy.
- Knowledge of the socio-economic, protection, and health challenges in the West Bank and Gaza.
- Experience in leading and managing diverse teams, with a focus on capacity building and mentorship.
- Strong experience engaging with diverse stakeholders, including private sector actors, CSOs, and government entities.
