Background:
War Child (WC) is an independent and impartial international non-governmental child right’s organization investing in a peaceful future for children and young people affected by armed conflict. We strive to empower children and young people, while enabling adults to bring about positive and lasting change in the lives of conflict affected children and young people. `WC has been working in the oPt since 2004, and has an office in Jerusalem and in Gaza.
Scope of Work
War Child (WC) is seeking proposal writer on a temporary consultancy basis with demonstrated skill, expertise, and experience in responding to solicitations from EC, DFID, UN, private foundations, and other bilateral donors. The proposal writer will work with the program and operations management team to design and lead the writing of the technical proposal. The writer will ensure responses are compliant with donor requirements, technically clear and accurate, and adhere to WC style.
The consultant will be responsible for the following duties:
-In close collaboration with the Program Development Manager and technical staff in Gaza, serve as lead writer of the requested products (Analysis and proposal).
-Develop a clear timeline for the development of the requested products.
-Manage the proposal development process towards the timely submission of a compliant and competitive proposal
-Lead and document the problem analysis process with the relevant stakeholders and collate the relevant information in the proposal
-Perform context analysis of the target area with wide consultation and participation of children
-Guide and lead the technical aspects of the overall process of proposal formulation, including the log frame.
-Develop a well-rationalised, feasible and competitive proposal budget in collaboration with WC team and partners.
-Conduct focus-groups in the relevant area and one focus group with National Stakeholders to ensure community consultation regarding this project’s goal and activities and documented in the proposal.
-Deliver a full proposal including narrative, log frame, beneficiaries table, risk anaylisis and budget and get feedback & approval of WC country team and HO team.
-Provide weekly feedback to relevant staff.
Minimum Qualification
-Minimum of five (5) years’ experience writing technical and successful proposals on Child Protection, Child Rights or related topics.
-An advanced degree in a relevant field (e.g. Social Sciences, Education, Law, etc).
-Demonstrated writing and editing skills appropriate for competitive proposal submissions.
-Demonstrated skill in using terminology and concepts related to Child Rights and Child protection issues.
-Demonstrated knowledge on project cycle management and the log frame approach.
-Familiarity with civil society and NGO engagement
-A strong understanding of budgets as they relate to proposals and grants
-Strong analytical and research capacity
-Good analytical and critical thinking.
-Arabic and English language proficiency
Products
The expected products are:
-Analysis paper on WC programmatic priorities based on desk review of WC strategic and programmatic plans and framework (expected number of working days 10).
-1 full proposal (expected number of working days 30).

Financial arrangement
The consultant shall submit a detailed remuneration fee in Euros that includes all costs per working day (travel, health insurance, printing, taxes, etc...). WC will provide office space for the consultant but all other expenses ought to be covered in the fee. WC will pay the agreed upon fee in two instalments (as will be agreed in the contract):
-Pro-rata for number of days agreed and after the analysis paper is approved by WC.
-After the proposal and all the required documents have been approved by the Program Development Manager.
Commitment to the vision and goals of War Child Holland including adherence to the Child Safety Policy is required. Examples include:
-Ensure Child Safety in all the activities, focus groups and interviews during the duration of the consultancy;
