Lump Sum Individual Consultancy Service
Introduction
The Palestine Liberation Organization for the benefit of the Palestinian Authority has received a financing in the amount of US$ 5 million from the World Bank toward the cost of the Education to Work Transition Project- Additional Financing. The project seeks to improve the quality of higher education outcomes to enhance the employability of young Palestinians attending participating Tertiary Education Institutions (TEIs) and their education to work transition.
The Ministry of Education & Higher Education intends to apply part of the proceeds to payments for consultants’ services to be procured under this project by inviting eligible individual consultants to indicate their interest in providing services related to the consultancy mentioned below.
Assignment Scope
Review the proposals submitted by respective Tertiary Education Institutions (TEIs) in different fields including Computer Science, Information Technology, Natural sciences, Engineering, Financial Management, Business Administration, Health and Nursing, Media, Tourism Related Programs, Agriculture, Nutrition and Food Technology, to implement projects in the following category:
Partnership between Tertiary Education Institutions and Private Sector in curriculum development through applying one or more of the following learning models: On-job Training/Placement, Problem-Based Learning, Project-Based Learning, Internship, Applied Research-Oriented Learning, CO-OP model, Dual system learning model and any other emerging partnership models.
Minimum Required Qualifications
- Master or Ph.D degree in the relevant fields.
- At least 10 years of work experience in either academia or the private sector.
- Previous experience in conducting similar assignments (at least two assignments).
- Proficiency in English and Arabic languages.
Expected Deliverables
The consultant shall submit to the QIF Board –through the Projects Coordination Unit - an evaluation report, which includes the scoring sheet, strengths and weaknesses sheet, rationale of the submitted proposal/s, recommendations for each proposal section, and over all general recommendations for awarding/rejection. In addition to feedback on the scoring sheet and evaluation criteria and recommendations/lessons learnt for similar future assignments.
Duration
The assignment shall be completed in 20 days from signing the contract during the period May 28, 2017 – July 10, 2017.
General Conditions
Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, January 2011.
