Prosthetic & Orthotic Officer

OBJECTIVE OF THE POSITION:
Under the line management of the Rehabilitation Project Manager and the functional management of the P&O Senior Technical Officer, the P&O Officer is responsible of:
- Ensure quality of P&O services at all level in (camps, communities, medical/paramedical structures, and HI Rehabilitation Centre) in Gaza
- Providing quality assessment of P&O devices (Temporary & Permanent Prostheses and Orthosis) needs for people with disabilities/people with injuries encountered.
- Identify training needs and train the P&O technician
Responsibilities:
- Technical Support
- The fabrication and fitment of P&O devices (Emergency temporary and definitive Lower Limb prosthesis, Upper Limb Prosthesis and Orthosis) and maintaining the best quality as per the beneficiary need.
- Monitor and guide P&O technicians and rehabilitation staff to respect HI’s physical and functional rehabilitation technical guidelines, quality, and evidence.
- Support in developing technical tools, training materials, leaflets, protocols and other relevant documents (family information/education tools).
- Provide the capacity building of P&O staff through direct provision of formal training, supervision, practical analysis and on the job, training based on adult learning principle and best evidence practice.
- Provide technical follow-up of various types of P&O devices, with particular emphasis on the use of appropriate technology.
- Educate the client & caregiver on the use, care, and maintenance of P&O devices.
- Ensure the integration, and use of technical tools, training materials, leaflets, and other relevant documents in collaboration with the corresponding HI team members.
- Support the team under his/her responsibility: set individual objectives, ensure disciplinary measures are taken, when necessary, identify training needs.
- Support in set up of P&O workshop/ Rehab. Centre as per global standard.
- Train other service providers as per need on the quality criteria and impact assessment tools. Monitor data collection and management and support data analysis.
- Work closely with Rehabilitation (PT-P&O) and Psycho-social teams to promote a well-integrated and comprehensive quality service to support the teams and beneficiaries.
- Ensure the quality of accessing the referred beneficiaries and ensure the quality of P&O services delivered.
- Communication, Coordination, and reporting
- Participate to the creation a real coordination mechanism with rehab teams for beneficiary pathway.
- Participate in the production and dissemination of lessons learning exercises and/or good practice documents with the support of Sr. P&O TO and teams.
- Provide input in all P&O -related mission reporting needs to P&O STO and line manager.
- Work closely with other service providers, Hospital, PRC, NGOs to identify the need of P&O services.
- Prepare and submit to monthly report on P&O activities to the line manager.
- Provide technical feed-back of donor report upon request from line manager.
- Contributes to the reputation of the organization's expertise in rehabilitation (national and international conferences).
- Ensure the procurement of P&O consumables and equipment in time for activities in close coordination with Logistics, Admin and P&O STO.
- Project level strategy development plan for P&O and implementation
- Propose relevant needed adaptation to the composition of the P&O teams and contribute to its implementation upon request.
- Support the monitoring and updating of P&O operational frameworks as needed.
- Ensure the achievement of production target for prosthetic and orthotic devices.
- Participate in strategic planning exercises the mission as requested.
- Hygiene and security
- Follow basic hygiene rules.
- Follow the safety rules of the workshop while working in workshop.
- Maintain the workplace, storeroom, tools and machineries clean and tidy.
- Observe at all times strict commitment to HI Security & Safety regulations as per procedures in place at mission level.
- Support in internal information dissemination to relevant focal people at mission level aiming at reinforcing security and safety of HI staff and assets.

- Maintain a professional conduct at all times.
- Respect each team member’s positions, work, and specialty.
- Report any incident or act that causes any harm to the beneficiary or to others.
- Among others, he/she respects patient’s privacy and confidentiality (he/she only shares medical information with medical staff/people directly involved in patient’s care)
- Any other duty at the service of the project and the organisation, as requested by project and guided by P&O Technical Officer.

Professional skills
- Degree/Diploma in P&O
- Minimum4- 5 years’ experience in disability/ rehabilitation field, emergency or/ and development context, fabrication and fitment of P&O devices
- Ability to work with partners, civil society organizations, or public authorities
- Skills in users centered approach and center-based rehabilitation
- Knowledge of referral mechanisms
- Use of MS Word, Excel, PPT, outlook and other relevant software
- Ability to respect deadlines and work under pressure
- Very positive personality, with strong orientation toward solutions
- Adaptability, flexibility
- Autonomy in work
Cross-cutting skills
- Experience with HI and/or knowledge of its fields of action and approaches is considered an asset
- Experience in working with vulnerable groups
- Fluent in English
