Job Summary/ Scope of Work

The Emergency Child Protection Coordinator is part of Gaza Emergency Response Programme team and is responsible for the leading and coordination of Child Protection (CP) programming in Gaza and for creating linkages between WC’s Child Protection (CP), Psychosocial  support (PSS), and Education programming, and proper collaboration with UN agencies, and other NGOs and local partners.

The Emergency Child Protection coordinator ensures the quality of the WC’s CP Programs in Gaza and contributes to the integral implementation of the PSS and CP approach in all the emergency projects.

The Child Protection coordinator contributes to the fundraising and proposal writing for the Gaza Emergency Programme. S/he works closely work with all War Child staff including MEAL Coordinator, PDQM, and regional Technical Specialists.  The Child protection coordinator will be also responsible for the implementation of all CP activities including the supervision and support of case management service provided by War Child and local partner’s case managers in line with international standards of case management. S/he ensures that protection principles are understood, maintained, and enforced, including information management principles.

Responsibilities and Tasks

Job Responsibility 1: Case Management support and supervision

50% of time

  1. Supervise and monitor the progress made with child protection cases and ensure that cases managed by War Child and partner’s case managers receive all the care and support needed in the best interest of the child.
  2. Support case managers in mapping available services for referrals, and ensure proper coordination with available services during and after the emergency.
  3. Conduct case management individual/group meetings with the CM teams and provide technical advice on cases and psychosocial support to caseworkers.
  4. Provide remote/face to face training and coaching sessions to partner’s staff and case managers on identification, registration, referral and tracing of Unaccompanied and separated children according to the guidelines of the newly developed SOP for Unaccompanied and Seperated Children (UASC) for Gaza.
  5. Ensure staff gaps and competency needs do not result in gaps in support to individuals in case management and address such issues with senior management.
  6. Monitor timescales for the response, services follow-up, and review of cases, ensuring cases are receiving appropriate support.
  7. Monitor the documentation of cases and ensure confidentiality and that data protection and emergency information-sharing protocols are respected.
  8. Ensure proper follow up and adherence to Cash for protection and cash within case management guidelines and procedures.

Job Responsibility 2: Child Protection Technical Support and coordination

50% of time

  1. Represents War Child and actively participates in different regional, in country technical working groups and Task forces related to child protection, UASC and case management.
  2. Ensures the Competency building of  Child Protection staff and Case Management staff and allocating the appropriate technical support to each project according to their needs.
  3. Provide briefings on child safeguarding and appropriate behavior with children to all case management and partners’ staff/volunteers.
  4. Ensure any concerns are reported and addressed immediately.
  5. Develop and maintain effective working relationships with relevant stakeholders including INGOs and local agencies operating in Gaza, community leaders, and service providers in areas of Child Protection and Case Management implementation.
  6. Coach and build the competencies and capacity of emergency response teams on case management, supervision and coaching, and Child Protection Safe Identification, and Referral.
  7. Coordinate with program for internally identified cases and support in internal referral to case management service.
  8. Participate actively in the Child Protection Working Group and UASC task force and other coordination bodies.
  9. Report any violation of the Child Safeguarding policy to the Child Safeguarding Focal Point.
  10. Any other duties relating to the nature of the job as directed by the line manager.
  11. Planning and conducting remote/face to face trainings on different psychosocial and Child Protection topics and interventions as requested and needed.

متطلبات الوظيفة
  1. Bachelor's degree in Social Science, psychology or any relevant field.
  2. Minimum 5 years of technical experience in leading Child protection programs including case management experience within emergency response.
  3. Proven experience at a supervisory role/level.
  4. Good understanding of the local context and social welfare and legal system for child protection services in Palestine.
  5. Previous experience working with children/refugees/vulnerable populations.
  6. Proven experience engaging with different target groups from all backgrounds (children, families, local and international organizations, government, etc).
  7. Ability to maintain confidentiality, respect, non-discrimination, and safety of children at all times.
  8. Ability to provide technical support, competency-building, and supervision of CP caseworkers;
  9. Excellent communication, interpersonal and problem-solving skills.
  10. Creativity and flexibility.
  11. Flexibility in working overtime when needed.
  12. Computer literacy (Microsoft Word and Excel).
  13. Fluency in Arabic and English languages.
  14. Cultural sensitivity.
