Relief International (RI) is an international non-profit organization that partners with communities impacted by conflict, climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing.

1.          Job Profile

The Protection Coordinator will lead the implementation of protection activities in Gaza, including GBV prevention, case management, protection monitoring, and PSS support through Women and Girls Safe Spaces. They will support program oversight, ensure quality standards, and provide guidance to field teams while closely coordinating with the Protection Manager to avoid overlap and ensure complementarity across locations.

The Protection Coordinator will lead and oversee all protection activities in Gaza (GBV, PSS, protection monitoring, and community-based interventions), ensuring programs meet RI and donor standards. The PC will deputize for the Protection Manager as needed, maintaining alignment across programs in WB and Gaza.

2.         Key Responsibilities

Accountability and Complexity
  • Lead the establishment of two Women and Girls Resilience Spaces (WGRS) and a transitional shelter in Gaza.
  • Solve complex problems using a combination of innovative and existing solutions, working independently with minimal guidance.
  • Share high-quality, actionable information with donors, partners, and communities to ensure the safety and quality of RI projects.

Program Oversight and Technical Supervision

  • Ensure the implementation of all protection services and activities in Gaza, including GBV prevention, case management, protection monitoring, and PSS support.
  • Develop and update work plans, ensuring alignment with program objectives and donor requirements.
  • Track program progress, ensure quality delivery, and recommend adjustments based on field assessments.
  • Act as deputy focal point in the Protection Program Manager’s absence, supporting cross-program oversight and reporting.
  • ·        Collaborate with the Protection Manager and Protection Advisor to ensure SOPs and technical guidelines are implemented effectively.

Monitoring, Evaluation, and Reporting

  • Monitor project progress, ensuring implementation aligns with RI’s quality standards and donor guidelines.
  • Support the MEAL team in developing monitoring tools and conducting data analysis to ensure program accountability.
  • Lead the preparation of high-quality, timely internal and external reports, capturing progress, lessons learned, and program impact.
  •  In coordination with the Protection Manager, contribute to program evaluations and development of risk mitigation plans.

Coordination and Representation

  • Represent RI in Gaza’s protection coordination meetings, including GBV Sub-Working Groups, Protection Working Groups, and other forums as needed.
  • Maintain close coordination with the Protection Manager in WB to ensure complementarity and avoid duplication of tasks.
  • Support integration of protection programming with other RI sectors (Health, WASH, Livelihoods).

Team Management and Capacity Building

  • Supervise Protection Officers and Center Supervisors, ensuring staff have clear objectives, work plans, and capacity-building opportunities.
  • Lead capacity assessments and deliver relevant technical training for protection teams on GBV case management, PSS support, and protection monitoring.
  • Act as a deputy leader to guide staff in implementing strategic priorities as defined by the Protection Program Manager.

Program Development

  • dentify emerging protection needs, provide input into proposal development, and support the design of new interventions.
  • Collaborate with the Protection Manager to align Gaza protection programming with RI’s country strategy and donor priorities.

Operational and Risk Management

  •  Support budget monitoring for protection activities, ensuring efficient use of resources and alignment with procurement plans.
  • Flag any risks or implementation challenges to the Protection Manager and recommend mitigation measures.
  •  Ensure safeguarding measures are embedded across all protection services in Gaza.
Behavior and Conduct
  • Will ensure the highest standards of behavior inside and outside of work promotes the values in RI’s code of conduct and safeguarding policies
  • Will be a model for ethical conduct standards for other team members
  • Will ensure own actions and the actions of the teams members they manage do not impact the safety of the RI team and the vulnerable communities we serve
  • Will ensure external stakeholders are aware of RI conduct and reporting mechanisms
  • Report any concerns

Essential criteria
  • Bachelor’s degree in social work, Public Health, Gender Studies, or related field.
  • 3+ years of experience in program management in humanitarian settings, with operational experience in protection and health.
  • Proven expertise in GBV prevention, SRH services, and case management.
  • Strong leadership, problem-solving, and team management skills.
  • Familiarity with stakeholder coordination and partnership building.
Desirable criteria
  • Master’s degree in a relevant field.
  • Knowledge of the socio-political context in Gaza.
  • Familiarity with UNFPA guidelines and humanitarian standards.
  • Proficiency in Arabic.
