The purpose of the Protection from Violence Project Manager position is to implement delegated Core Competency (CC) project portfolio. Job Purpose

The purpose of the Protection from Violence Project Manager position is to implement delegated Core Competency (CC) project portfolio. 

What you will do:

  • Contribute to the development of Country, Area and Protection from Violence strategies, initiate and participate in the development of relevant Protection from Violence projects.
  • Under the line management of the Protection Programme Development Manager, contribute towards drawing up plans, proposals, and budgets for new projects/extensions of projects in conjunction with the relevant team, both programme and support staff.
  • Overall responsibility for effective and efficient management of the Protection from Violence Projects in the West Bank consistent with the project management cycle, and safe and inclusive programming.
  • Ensure the alignment of Specialised Protection activities among the different field teams and if necessary, support the development of common guidelines and Standard Operating Procedures (SOPs). Support the alignment of new and existing tools and SOPs with NRC approaches to Specialised Protection Services and, where necessary, transition strategies are developed to support staff capacity building.
  • Provide area-based conflict sensitive and protection from violence analysis and monitoring based on programmatic demands.
  • Monitor trends in protection risks resulting in provision of Specialised Protection Services and engage with other protection actors, including other protection teams in NRC, to address risks at the community level.
  • Ensure implementation of appropriate M&E response, including engaging M&E team to develop tools and approaches and offering training on safe M&E of Specialised Protection and Protection Monitoring activities. This includes contributing to capturing lessons learnt on the project methodology and implementation.
  • Technical and managerial support to the implementation of Specialise Protection work plans.
  • Provide input for internal and external reporting, both narrative and financial.
  • Ensure representation in sectorial coordination, clusters and/or working group relevant to Protection from Violence.
  • This position will also be responsible for supporting the development and design of the Civilian Self-Protection activities and if funded during the period of employment, will manage the implementation of such activities. 
  • Ensure availability of up-to-date, participatory needs assessment to inform programme design and advocacy efforts.
  • Train, mentor, and coach protection from violence staff on case management, IPA and protection monitoring, in line with NRC modalities and toolkit.
  • Ensure the socialization, awareness and strengthening of Complaints Feedback and Response Mechanisms 
  • Ensuring operational partners are engaged for the establishment of referral pathways.
  • Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate.
  • Ensure that projects target people most in need of protection, explore and asses new and better ways to assist.
  • Ensure implementation of Safe and Inclusive Programming Minimum Standards across your area of work
  • Promote the rights of affected populations in line with the advocacy strategy.
  • Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans per project and ensure the same is shared with relevant support colleagues.
  • Responsible for ensuring timely submission of monthly CC-specific cash forecast to Finance and relevant Procurement Requests to Logistics.
  • In line with project needs and funding availability, continuously and proactively plan CC-specific staff requirements and liaise with HR and Admin to ensure the same.

Professional Competencies and Qualifications Required

  • University Degree in social work, psychology, human rights or any other related degree
  • Minimum 3 years of professional experience from a senior level project implementation position in a humanitarian/recovery context.
  • Experience of working in complex and volatile contexts.
  • Technical expertise and field experience in general protection case management.
  • Experience in management and supervision of staff
  • Knowledge about own leadership skills/profile.
  • Strong interpersonal skills.
  • Fluency in English and Arabic, both written and verbal.
  • Knowledge and practice of Word, Excel, Outlook, etc. Required.

Additional Information:

Duty Station: Jerusalem (Hebron Remote Office)          

Travel: 30% within area of operation

Duration of contract: 12 months, renewable upon availability of funding  

Grade 8 in NRC's grading structure

Reports to : Protection Programme Development Manager                      

Provides supervision to: Protection from Violence Coordinator
