General Information on the Mission
Context
GVC – Gruppo di Volontariato Civile, is a non-governmental, secular, and independent organization, founded in Bologna in 1971. We are active in international development aid projects with complex action strategies: from humanitarian aid to populations suffering from conflicts and natural disasters to reconstruction, hygiene, and food security; from rural development to education, to the protection of women's and children's rights.
In over forty years of activity, GVC has operated in all parts of the world, carrying out thousands of projects. We collaborate with public institutions, cultural associations, cooperatives, and Italian and European NGOs, organizing seminars, conferences, exhibits and festivals, laboratories in school and training courses for teachers. We produce educational materials and carry out communication activities on sensitive issues such as differences, human rights, women's issues, sustainable trade, and biodiversity.
BACKGROUND: since 1967, occupation and political stagnation have directly affected the socio-economic situation of the Palestinian population. The movement restrictions policy are severely limiting Palestinians’ access to essential services and markets, and leading to serious and negative impact upon all aspects of their lives, and mainly their livelihoods.
Palestine is a sui generis case for aid delivery and cooperation, due notably to the occupation and the fragmentation of the territory. Efficiency and performance of development cooperation continue to be challenged by the Israeli occupation of Palestine, in all sectors NGOs are involved in. Palestine is divided into the Gaza Strip (under the control of de facto authorities not recognised by the international community), East Jerusalem (a de facto annexation by Israel also not recognised) and the West Bank (over which the Palestinian Authority (PA) has entire control only on Area A, i.e. 18% of the West Bank). The PA has therefore only a very limited authority, both in terms of territory and legal jurisdiction.
The situation of the PA remains challenging, with the persistence of a systemic fiscal crisis and crisis of political legitimacy following the suspension of the Palestinian Legislative Council in 2007 and the absence of national elections subsequently. In July 2013 direct talks were resumed between Israelis and Palestinians in the context of the Middle East Peace Process with the ambitious aim of achieving -agreement on all final status issues within nine months. The failure of the peace talking and the operation “Protective Edge” leaded to a more tense escalation, for which international NGOs are challenged to respond with innovative and sustainable cooperation strategies.
GVC’s Development Strategy in the Country
The consolidation of the PA institutional infrastructure open to foster democratic participation of civil society, through the improvement of representative processes and the implementation of specific effective tools to promote dialogue. These criteria should lead any kind of intervention, preparing both decentralized institution and civil society to better advocate for a final recognition of Palestinian statehood.
GVC focuses strategically on 4 main sectors for its development program, namely:

Job Description
Tasks and Responsibilities
Specific responsibilities:
-Provides technical support and assistance to projects teams and mainly in surveys designing, planning, implementation, reporting is done with high quality based on technical feedback from the Project Manager, the Area Manager and the Sector Coordinators.
-Support in production, mainstream and assure consistency of the implementation of GVC Community-based Protection Approach in all targeted communities.
-Supervise the proper collection, handling, archiving of the data and documentation regarding the Protection Vulnerability Index, including providing the analysis and support for all monitoring steps and elaboration of the protection related indicators.
-Support the field staff and data analysts in the monitoring and of their timely reporting to the Area Manager following GVC internal procedures.
-Systematize and elaborate synergies between the data collection methodologies and the GVC database.
-Conduct systematic coaching for the staff to mainstream the Protection Approach, and improve collection, management and systematization of related data.
-Performs other related tasks as required.
Management and Admin Tasks:
-Proper filing of all related activities documents
-Works closely with the partners and communities at the field level
-Communicates effectively with the GVC project team members, other staff of GVC and the capacity building coordinator, through sharing information and discussing relevant concerns.
-Assists in the coordination of visits and meetings at the field level in coordination with other projects teams.
-Actively participates in staff meetings and other ad-hoc meetings or workshops as requested by the Projects Managers, Area Manager and Sector Coordinators.
-Ensures that all necessary logistics and administrative issues are completed based on GVC procedures and policies.
Reporting Tasks:
-Follows up and ensures submission of reports in a timely manner, of his/her own supervised activities and from partners according the GVC existing reporting procedures and according to the needs of the project.
-Plan, elaborate and ensure proper protection analysis of data collected, under the supervision of the Field Coordinator and in coordination with the Information Manager.
-Submit weekly reports to the Project Manager.
Other Issues:
-Conducts needs assessments in coordination under the supervision of the Area Manager when required and requested
-Keep updated and familiar with community situations.
-Assess and keep eyes open on other NGOs and organizations interventions to avoid overlapping.
-Assist the GVC team in any other tasks and duties required, requested, and approved by the direct supervisor and/or the Sector Coordinators.

Core and Functional Competences
Required Knowledge
-Education to MSc level (or equivalent) in a relevant field such as human rights, social work social sciences or relevant fields.
-Experience of at least 3 years in data collection and needs assessment methodologies.
-Experience of and commitment to working through systems of community participation and accountability in humanitarian programmes for at least 3 years.
-Good knowledge and experience of the project cycle management, specifically in the implementation, monitoring and evaluation phases.
-Good knowledge about the WASH and PROTECTION situation in the Gaza Strip.
-Incorporating gender in programming will be an added value.
-Previous experience with international, local NGOs, stakeholders and local contractors.
-Experience of representation in external forums.
-Good in reading, writing and speaking in English and Arabic.
