What we are looking for:

An experienced Protection Project Manager to implement Protection programming in Gaza. The current Protection programme includes Individual Response Services—Protection Case Management and Individual Protection Assistance—with the potential rollout of Civilian Self Protection. 

What you will do:

  • Overall responsibility for effective and efficient management of the Protection projects in Gaza consistent with the project management cycle, and safe and inclusive programming. 
  • Ensure implementation of appropriate MEL response, including engaging MEL teams to develop tools and approaches and offering trainings on safe MEL of Specialized Protection and Protection Monitoring activities. This includes contributing to capturing lessons learnt on the project methodology and implementation. 
  • Provide input for internal and external reporting, both narrative and financial. 
  • Ensure representation in sectoral coordination, clusters and/or working groups relevant to Protection.
  • Train, mentor, and coach IRS team on general protection case management and Individual Protection Assistance, in line with NRC modalities and toolkit.
  • Ensure the alignment of Specialised Protection activities among the different field teams and if necessary, support the development of common guidelines and SOPs.
  • Ensure that new and existing tools and SOPs are structured to align with NRC approaches to Specialised Protection Services and, where necessary, transition strategies are developed to support staff capacity building.
  • Maintain (or create, if necessary) a case management tracking system.
  • Technical and managerial support to the implementation of Specialise Protection work plans.
  • Provide input for regional reporting to the donor, both narrative and financial.
  • Lead the development and roll out of smaller scale Civilian Self-Protection activities, and, if further funded during the period of employment, manage the expansion of the program. 
  • Ensure capacity development of project staff and transfer key skills in civilian self-protection, including relevant safe and inclusive programming considerations.
  • Ensure regular site visits for the implementation of civilian self-protection projects. 
  • Monitor trends and produce analysis regarding protection risks and engage with other protection actors, including other protection teams in NRC, to address risks at the community level.
  • Advocate to key stakeholders, including government bodies, duty bearers, community structures, donors, and other humanitarian actors to achieve protection outcomes. 
  • Any other tasks, as required.

What you will bring:

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context.
  • Experience of working in complex and volatile contexts. Knowledge of Palestine context and response is an asset. 
  • Technical Protection from Violence expertise and field experience in general protection case management.
  • Proven experience in utilizing case and other material assistance for protection outcomes.
  • Proven technical skills and expertise in protection case planning and case conferencing.
  • Proven field experience in conducting case management and referrals in a low-resource setting.
  • Experience supporting community led initiatives including but not limited to negotiations and advocacy would be an asset. 
  • Understanding of and experience working within the IASC humanitarian architecture/UNHCR led refugee response coordination model.
  • Experience working with information data management (protection).
  • Good knowledge of data protection standards.
  • Experience in managing teams.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Strong communication skills, interpersonal skills, well-developed organizational and representation skills.
  • Fluency in English, both written and verbal. Fluency in Arabic language both written and verbal is desirable.

What we offer:

  • Duty station: Gaza, Palestine
  • Contract: 12 months (renewal is subject to performance and funds availability)
  • Travel: Approx. 10% to NRC Palestine field locations 
  • Salary/benefits: grade 8 on NRC’s salary scale, with accompanying terms and conditions
