Protection & Safeguarding Specialist
The purpose of the Protection & Safeguarding Specialist position is to provide effective leadership and strategic oversight for the Protection & Safeguarding program for the West Bank and Gaza response. She/He will be responsible for ensuring CARE International's Safeguarding Policy Commitments are integrated into all aspects of CARE's humanitarian response. This includes:
- Lead Sector specific contextual analysis as input into the Response Strategy
- Lead the design of the Protection & Safeguarding section of needs assessment in coordination with other sectors
- Lead the design of new Protection & Safeguarding proposals
- Lead in-country response team to embed safeguarding into programs and support and build capacity of partners to ensure alignment with CARE’s Safeguarding Policy.
- Lead the Program managers to ensure a quality and timely implementation of projects
- Improve CARE Protection & Safeguarding response through Innovation and Learning
- Represent the organization on Protection & Safeguarding humanitarian fora and humanitarian donors in coordination with the other sectors and the Response Director
- Coordinating work on Safeguarding (prevention and response) across the emergency response areas.
- Keep all safeguarding information updated.
The Protection & Safeguarding Specialist is a key member of the Response Team of CARE Palestine. She/He will report directly to the Response Director and work in close collaboration with a CARE USA Safeguarding Team.
- Contextual Analysis and Response Strategy
The Protection & Safeguarding Specialist is responsible for:
- Contribute to the development of the CARE Palestine Response Strategy that is aligned with the CARE International Humanitarian Strategy and the Country Office Strategy.
- Lead the implementation of the Protection & Safeguarding component of the Response Strategy in coordination with the other departments
- Coordinate the work on Safeguarding during the emergency response.
- Keep all safeguarding information updated in Sitreps.
- Report to the Response Director the progress, achievement and challenges of the implementation.
- Lead the design of the Protection & Safeguarding needs assessment in coordination with other sectors
The Protection & Safeguarding Specialist will take a lead in Protection & Safeguarding assessments and provide input for multi-sectoral needs assessments on inclusion of Protection and Safeguarding indicators;
- Pro-actively work on Safeguarding Risk Management related to CARE Palestine emergency response.
- Provide regular contextual update on the Protection and Safeguarding needs and risks in Gaza and West Bank related to the sectors
- Ensures policy, accountability standards and protocols are followed, provides related technical support and representation
- Design of new proposals
The Protection & Safeguarding Specialist will lead the design and the development of all Protection & Safeguarding proposals in coordination with:
- CARE International Members Partners
- Proposal writing and Reporting Officer
- Finance and Program Support Department
- CARE USA Safeguarding Team
- Other sector leads and the Response Director
The Protection & Safeguarding Specialist will be responsible for the technical quality of the proposal, the definition of the sectors and the geographical area. She/He will ensure that the design is based on a gender analysis, risks, and needs assessments. She/He will advise and supporting partners safeguarding due diligence process.
- Quality and timely implementation of projects
The Protection & Safeguarding Specialist will directly line manage all the Protection & Safeguarding Project Managers and will ensure:
- Timely implementation of each project according to the context and the agreed implementation plan
- In coordination with finance and Program Support Department, ensure the compliance with donors’ regulations
- Timely and quality reporting to the donors and CMPs
- Monitoring, Evaluation, Accountability and Learning framework is in place and provide quality information
- The Protection & Safeguarding staff are trained on the Safeguarding Policy and the feedback and complaint mechanism is in place
- Manage donor requirements for data collection and reporting. Reporting to donors on Safeguarding incidents only through CUSA safeguarding Team.
- Ensure proper budget follow up, projections and budget re-alignments where needed
- Mentor the project leads
- Lead the recruitment, management and training of the Protection & Safeguarding staff in each field site who might be involved in emergency preparedness and response.
- In cooperation with CUSA Safeguarding Team ensure that implementation and recruitment processes include safeguarding standards on Do No Harm.
- Work with and supporting partners to embed safeguarding in project design and implementation.
- Support partners to operationalize safeguarding standards including training, safer recruitment, awareness raising etc.
- Improve CARE Protection & Safeguarding response through Innovation and Learning
In a fast evolving environment, the Protection & Safeguarding Specialist will work with the MEAL department and the Response Director to:
- Conduct lessons learned exercises for each response to identify strength and weakness in CARE approaches
- Document best practices and technical guidance to support quality implementation of activities
- Pilot innovative approach that will be more adapted to the context and will increase the impact of CARE response especially on increasing the Gender Justice, reduce the Gender Based Violence and ensure Do No Harm.
- Facilitate safeguarding training and awareness raising for staff, and related personnel including volunteers and partners, in close collaboration with CUSA Safeguarding Team.
- Together with MEAL, ensure that feedback and accountability mechanisms are safe and accessible for all persons including children and other at-risk groups, and are designed in collaboration with program participants
- Ensure that referral pathways for survivors are mapped and functional in each response area Represent the organization on humanitarian fora and humanitarian donors
- Represent the organization on humanitarian fora and humanitarian donors
The Protection & Safeguarding Specialist will represent the position of the CARE with:
- CARE Members partners for all related Humanitarian subjects
- Humanitarian Clusters and Coordination
- Palestine PSEA Network
- Peer organization in Technical Working Groups or in Consortium
- Humanitarian donors for existing projects as well as exploring new partnerships.
- Establish and consolidate relationships with partners, including national and international NGOs, UN, donors and relevant government representatives for improved project implementation and to position CARE International as a credible, effective humanitarian organization
- Represent CARE in relevant forums and alliances on sector-wide Safeguarding.
- Ensure all projects are well coordinated with relevant government authorities and other humanitarian actors and align to the country humanitarian response plan and CARE Safeguarding Policy.

Job Profile Requirements
- Bachelor's Degree in related field (Protection & Safeguarding), Master’s degree in related field (Protection & Safeguarding, Social Sciences) , is preferable.
- Minimum of 5 years of recent and progressively-challenging experience working in humanitarian response.
- Prior management of USAID, ECHO funded-programs required.
- Proven leadership skills. Demonstrated experience recruiting, developing, and managing staff.
- Demonstrated ability to build and maintain relationships with donors, stakeholders, local organizations, and partners.
- Experience managing programmatic and financial reporting requirements.
- Experience in proposal development
- Fluency in Arabic and English
- Demonstrated leadership and management skills in a complex international setting.
- Extensive conceptual skills including development of program strategy.
- Demonstrated experience in program design (including proposal development), implementation and evaluation.
- Experience in emergency related activities
- Experience with the management of a diverse workforce.
