Protocol - Liaison Assistant
The European Union Border Assistance Mission at the Rafah Crossing Point – code name EUBAM Rafah – was launched on 24 November 2005, to monitor the operations of the border crossing point between the Gaza Strip and Egypt, after Israel and the Palestinian Authority concluded an Agreement on Movement and Access on 15 November 2005. The Council of the European Union welcomed the Agreement and approved that the EU should undertake the third-party role proposed.
The Mission is currently seeking for a candidate to fulfil the position of Protocol-Liaison Assistant to be recruited as soon as possible.

Organizational Unit: EUBAM-RAFAH, Administration Department.
Duty Station: Ramat Gan-Tel Aviv
Contract Regime: Contracted until 30.06.2024, with possibility of extension
Number of Posts: 1.
1. Reporting Line:
Protocol Assistant reports to the Head of Administration and Finance.
2. Main Tasks and Responsibilities:
- -To work closely with To and MFA cards for the mission personnel.
- -To plan, coordinate, facilitate and execute all aspects of protocol related to foreign and domestic high-level visits, groups, press/media visits, functions, ceremonies and special events hosted by the Mission.
- -To liaise as appropriate for hospitality services for visits with Logistics Unit.
- -To support the Mission Support Section in preparation of background papers and organising of papers/folders for official trips and meetings, in coordination with other relevant sections/departments.
- -Act as the focal point for part of the Head of Mission office engagement on finance, HR and procurement processes.
- -To maintain the correspondence in/out system of filing and retrieval, including allocation of file reference numbers.
- -Set up and maintain a proper filing system for all documents, incoming and outgoing mail.
- -To take minutes of the Mission Support Section general meetings.
- -To perform any other tasks assigned by the line manager.
3. General Tasks and Responsibilities:
-To identify and report on lessons learned and best practices within the respective area of responsibility.
-To contribute and ensure timely reporting on activities within the respective area of responsibility.
-To take account of gender equality and human rights aspects in the execution of tasks.
-To undertake any other related tasks as requested by the Line Manager(s).
4. Essential Qualification and Experience:
- Diploma in Business Business administration or any other relevant field of work.
- Minimum of 5 years of relevant professional experience.
- Fluency in Arabic, Hebrew and English ( spoken, read, written and understood) is mandatory.
5. Essential Knowledge, Skills and Abilities:
- Practical use of Arabic, Hebrew, and English language, spoken and written, preferably in an international and multi-national environment.
- Good knowledge of Microsoft Office applications.
- Excellent writing and communications skills together with experience in cross-cultural communications.

6. Desirable Qualification and Experience:
- Familiarity with the relevant EU processes would be an asset.
7. Desirable Knowledge, Skills and Abilities:
- Experience of working in an international environment, preferably as a protocol assistant to in a multicultural environment would be an advantage.
- Protocol skills, training on diplomatic protocol matters would be an asset.
