External Technical Consultant (Psychiatrist)
Project/ G-MoFA 2017- 2019
« Reinforce the Access to quality medical, mental and psychosocial emergency response in the Occupied Palestinian Territory ».
Context
Médecins du Monde (MDM) France is an international medical organization, which has been present in the occupied Palestinian territory since 1995. It operates in the Gaza Strip and the West Bank through offices located in Jerusalem, Gaza and Nablus.
Intervention background:
MDM is having a partnership with The Ministry of Health (called after MoH) aiming to reinforce the capacity of 10 Volunteer psychologists and also medical teams working in the Emergency Room (called after ER) of Shifa Hospital to provide quality Mental Health and Psychosocial Support to the patients and their families in the ER who may be affected by critical incidents and in need for Psychological Support or referral to a specialized MH Services..
This consultancy will specifically focus on assisting MdM in this specific activity of Piloting the integration of MH and Psychosocial Support in the ER of Shifa Hospital structuring this intervention through the following 2 main activities:
- Building the capacities of the Volunteer Staff (40%) and the Medical Teams (10%)
- Building tools of intervention (40 %)
- Reporting (10%)
Objective of Consultancy
Main Objective:
To Assist MdM France achieve R1 Activity 5, the integration of MHPSS in the ER of Shifa Hospital.
Specific Objectives:
- Provide Training and Capacity Building to MHPSS team, medical teams and MdM Team (10 days of Training)
- To provide Technical Supervision to the Field Teams (twice a month)
- To organize and lead case conferences with the teams (once a month)
- To participate in the creation of clinical tools (patient files, referral tools, different scales and diagnostic tools)
- To participate in the creation of patient (case) management protocols (the main protocols will be defined after the assessment in the ER is conducted).
- To assist MdM France in defining a patient flow inside the emergency room.
- To prepare achievement report covering all the period of the service contract.
- To participate in MdM Meetings related to his/her tasks.
- To participate in MdM External meetings if needed.
Justification of Consultancy
MdM- France work in Palestine is complex and demanding. The majority of the population is continuously to high levels of distress due to continuous humanitarian crisis. The general medical facilities in Gaza is lacking the capacities to detect MHPSS needs and deal with them properly either by supporting them directly or referring them to an adequate service providing structure.
There is current pressing need in Gaza for having structured MHPSS interventions integrated in the medical services, especially in the Emergency Rooms where certain number of patients and their families would be having MH issues and in need for support.
Methodology, Setup and Communications
This consultancy is task based which means that the consultant will be required to prepare the different materials, sharing them with MdM Team for validations externally by email, at the same time the consultant have the possibility to use MdM Office for his work, due to the shortage of electricity.
- The consultant will be required to commit to contract requirements based upon this ToR`s
- The Consultant will be required to work as part of the intervention team (MdM MH Team and MdM Medical Coordinator and the project focal point in Shifa)
- The consultant will be required to commit to MdM Action Plans which will be finally prepared after the assessment in that will be conducted in Shifa ER.
- The Consultant will be in direct communication with MdM Medical Coordinator and Mental health manager as the official communication channels.
Supervisor Profile
MDM is looking for a qualified service provider (individual) with the following characteristics:
- Psychiatrist, with considerable experience working in general hospital.
- Considerable knowledge of MHPSS issues and needs in Emergency Rooms of General Hospitals.
- Considerable experience in providing MH Trainings (including training for medical teams on the integration of MH in medical facilities)
- Experience in conducting supervision sessions (technical and Emotional)
- Experience in group dynamics
- Trustful person and of integrity
