Duty Station: West Bank

Mission: occupied Palestinian territory (oPt)

The PSS facilitator will support the assessment, designing, implementing, and monitoring of all components of a multi-faceted psychosocial support intervention aimed at serving communities most vulnerable to settler violence in the West Bank. The facilitator will also be tasked with ensuring smooth external and internal coordination, timely reporting, as well as lead specific MHPSS mainstreaming tasks within the PUI oPt mission. Lastly, he/she will also be responsible for providing appropriate MHPSS related capacity-building activities to PUI staff. The PSS facilitator will be provided with technical support from the Protection Coordinator and line-managed by the West Bank Protection Consortium Project Manager.

More specifically, he/she will:

Direct Service Provision

  • Conduct regular, structured, group PSS resilience building sessions with different groups of people belonging to the communities identified as most vulnerable to settler-related violence. The content of the group sessions, as well as the way the groups are allocated, will derive from an initial focused assessment to detect gaps, needs, and capacities of the targeted communities. Group session SOPs will be drafted, along with a subsequent Action Plan to ensure the smooth implementation of the SOPs;
  • Facilitate specific thematic, empowering workshops, and/or events. The themes and topics of the events/ workshops will derive from the initial assessment and involve all groups of people benefiting from the aforementioned support modalities;
  • Partake in community-wide mental health and psychosocial well-being promotion outreach and awareness raising, through different modalities (campaigns, door-to-door outreach, media dissemination, etc.)
  • Provide safe and timely intersectoral referrals, including referrals to specialized MHPSS actors, and to protection or other sectors, according to reported needs;
  • Support in the implementation of the PUI Protection and PSS Strategy.

Coordination

  • Promote timely, internal coordination and collaboration with different PUI teams (protection, M&E, etc.) as well as within the WBPC partners;
  • Strengthen synergies within the mission to more effectively address cross-cutting issues;
  • Promote timely, external coordination and collaboration with PUI partners and other relevant agencies;
  • With the support of interagency coordination bodies (clusters, working groups, etc.), ensure the existence of a functioning inter-sectorial service mapping, with a focus on MHPSS and Protection concerns;
  • Be available for external or internal coordination, meetings, ad hoc or regular, according to the needs;

Capacity Building

  • Design and implement capacity-building initiatives including training, mentorships, etc. for PUI staff, based on the needs outlined in the conducted MHPSS staff attitudes and capacities assessment.

MHPSS mainstreaming

  • Identify areas of improvement in terms of adopting the “psychosocial approach” within the PUI mission, and propose activities directly aiming at covering those gaps;
  • Review, draft or adapt tools to monitor the incorporation of psychosocial principles, including the overall goal of the common monitoring & evaluation framework for MHPSS in emergencies;
  • Ensure the complementarity and comprehensive nature of all inter-sectorial interventions, that include MHPSS activities or goals.

Monitoring, Evaluation, and Reporting

  • Draft, or adapt tools to timely monitor delivered activities, including but not limited to, sessions’ outcome reports, pre& post-tests, referral tracker, etc.
  • Ensure utmost respect to confidentiality, and take appropriate measures to safeguard it throughout work-related activities;
  • Provide timely internal or external reporting, when requested, according to needs.
  • Identify the psychosocial needs resulting from settlers violence and reflect it in relevant reports as one of the dire consequences of the SV phenomenon on Palestinians.

Qualifications and Requirements

  • Bachelor’s degree in Pschology, Social Work , Sociology or related field;
  • Minimum 2 years of experience in direct service provision in the field of MHPSS or protection, preferably working in providing group support activities, case-management or focused non-specialized support to vulnerable populations;
  • Familiarity with the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings and other interagency MHPSS standards;
  • Experience in designing and leading capacity building initiatives around mental health;
  • Demonstrated capacity in conducting field level assessments, including safety audits and developing assessment tools (e.g. questionnaires, focus group discussions, and M&E tools);
  • Understanding of key protection and MHPSS mainstreaming principles and their practical applications in humanitarian work;
  • Good understanding of the targeted communities’ location ,culture and traditions across the WB, including EJ;
  • Knowledge of Prevention of Sexual Exploitation and Abuse (PSEA) responsibilities within humanitarian response;
  • Knowledge of the importance of confidentiality and data protection-relevant protocols;
  • Fluency in English, spoken and written required;
  • Advanced knowledge of MS Word, Excel, PowerPoint, and email/internet software;
  • Valid driving licence.
