OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering
TEAM PURPOSE: People in deepest poverty in the West Bank and Gaza are able to exercise their rights to be healthy, educated and secure and these are respected, sustained and upheld. To act with poor people as a force for change in addressing the causes of poverty, suffering, and injustice, and alleviating their symptoms.
JOB PURPOSE: To strengthen Oxfam's country technical capacity in Public Health programming to prepare for and respond to public health needs in Gaza through a partnership approach.
REPORTING LINES:
Post-holder reports to: Programme Manager
Staff reporting to this post: 3 Public Health Officers; 2 Site Engineers
BUDGET RESPONSIBILITY: up to 1,500,000 GBP
Dimensions
-Support development and implementation of Oxfam GB's public health programmes, policies and strategies.
-Provide leadership in developing strategic vision regarding links between Oxfam GB's short-term humanitarian and longer-term development work in the field of public health engineering and hygiene and how they might be integrated.
-Promote integration between Oxfam GB public health work, including Public Health Advocacy Task Force project, food security work, and advocacy on key Public Health issues.
-Provide professional public health technical advice to members of the country programme teams.
-Interpret and analyse information on public health issues from Oxfam and other external specialist sources for country use.
-Contribute to networking with other agencies and participate in public health coordination structures.
-Ensure that gender and HIV & AIDS are mainstreamed in public health analysis and related emergency preparedness, mitigation and response programmes.
Key Responsibilities
Programme Management (30%)
-To provide the overall management of Oxfam's public health programmes which include components of water/sanitation, public health and hygiene promotion, emergency preparedness and advocacy
-To undertake preparation of the funding proposals for further developing Oxfam's programme including developing and managing information systems and reporting project progress
-To ensure adequate administrative and financial management including implementation of an appropriate monitoring system covering programme activities, results and impact
-To ensure high programme quality standards, through technical support and appropriate monitoring, in project cycle management
-To integrate gender analysis into programme plans and implementation
-To ensure integrated interventions with Oxfam livelihoods and other programmes
-Coordinate the maintenance of Oxfam's internal programme database system (OPAL)
-Undertaking performance management and development of Public Health staff including setting objectives, providing feedback, and ensuring personal development through learning and development
Partner Management & Capacity Building (30%)
Ensure Oxfam GB partners are managing projects and grants according to agreements and OGB Procedures, through;
-Organising Grant opening and closing meetings with Partners for all agreements
-Monitoring achievement of agreed partner milestones through weekly planning meetings with partners using agreed work-plans
-Making recommendations to improve qualitative performance of partners and monitoring implementation of these recommendations by partners
-Supporting development of proposals and reports (internal and Donor)
-Working with OGB finance and logistics teams to provide support to partners support services and building partner capacity where necessary through providing directly, or organising, training in relevant areas of weakness (financial, logistical, funding, project cycle management)
-Working with partners in areas of mainstreaming, including Gender, HIV & AIDS, and Disaster Risk Preparedness
Strategy development and implementation (30%)
-With the relevant actors (at country, regional and Humanitarian Department (HD) level; internal and external), contribute to developing a public health, mitigation, preparedness and response strategy for immediate and longer-term programming at Gaza level
-Review existing partnerships and assess opportunities for additional partnerships involving local agencies within Gaza
-Provide input into Oxfam GB Public Health And Advocacy Task Force policy documents and proposals as required.
Coordination, Advocacy and Reporting (10%)
-Alongside country programme staff, develop and maintain active contacts and relations with key players involved in public health at the regional level.
-Inform the development and implementation of Oxfam's policy, media and advocacy strategy related to public health, including influencing policies and practices promoting an integrated approach to public health.
-Provide regular analytical updates on the severity, scale and causes of public health crises in Gaza, through information coming from other organisations/ agencies and information produced by Oxfam GB (assessments, partners' reporting).
Skills and Competence
Essential
-Proven expertise in public health issues with a relevant post-graduate level qualification and knowledge of partner based programmes.
-Considerable relevant field experience in public health programmes in humanitarian and development programmes preferably with non-governmental organisations and in more than one country.
-Experience of urban contexts would be an asset
-Experience and/or understanding of public health related issues in humanitarian and development contexts
-Proven ability to analyse complex humanitarian and recovery contexts at local and national level, monitor changes and translate into appropriate strategic planning.
-Experience in management and capacity building of teams in complex contexts.
-Proven record of training / skills development of individuals and teams, including partner organisations.
-Demonstrated experience of integrating gender and diversity into emergency response programmes and longer-term strategies.
-Knowledge of Public Health prevention, preparedness and mitigation programmes and their development.
-Good assessment, analytical, monitoring and evaluating and planning skills and project management skills to enable programme delivery.
-Excellent verbal and written communications skills and the ability to relate to people from all backgrounds.
-Ability to integrate gender at all levels of analysis and programme delivery.
-Good written and spoken English.
-Ability to work with diplomacy, tact and sensitivity and experience in working within different cultural contexts requiring cultural sensitivity.
-Well developed interpersonal and team skills and proven ability to be flexible in demanding situations and ability to work under pressure and in response to changing needs.
-Sympathy with the aims and objectives of Oxfam.
-To be familiar with and abide by the NGO/Red Cross Code of Conduct and with the Sphere Humanitarian Charter and Minimum standards.
Desirable
-Working knowledge of the OPT
-Working knowledge of Arabic
-Experience of working with local partners in a post emergency contexts
-Knowledge of other sectors - food security, livelihoods, policy and advocacy
