Tertiary Education Project
The Ministry of Education & Higher Education (MOEHE) has received a grant from the World Bank,
International Development Association (IDA) towards the cost of Tertiary Education Project. The
project aims at (i) improving the policy making environment for tertiary education management,
governance and quality assurance; (ii) increasing internal and external efficiency of tertiary education institutions as a first step towards achieving sustainability; and (iii) creating incentives and provide the basis for improvements in quality, relevance and equity of tertiary education institutions in order to meet the socio-economic needs of the Palestinian population.
The MOEHE announces the following consultancy, to be financed as part of the project:
Position: QIF Program Assistant
Main Tasks and Responsibilities:
-Monitor progress implementation of grants once they have been granted to institutions. This includes reviewing of projects activities, monitoring their progress in reference to the projects implementation plans, reviewing compliance with procurement and financial reporting according to Bank procedures, conducting regular site visits to TEIs, and assisting in the preparation of bi- annual reports;
-Managing the secretarial work of the QIF unit;
-Providing administrative and logistical support to the staff of the QIF Unit;
-Work closely with the PCU in monitoring grant implementation, and assist in the preparation of
progress reports to be presented to the WB every quarter.
-Keeping track of incoming and outgoing correspondence and communications;
-Ensuring quality of outgoing correspondence and other related documents;
-Maintaining an efficient filing system and managing all records;
-Scheduling appointments and handle the logistics of conferences and workshops;
-Documenting minutes of meeting;
-Arranging for translations.
Minimum Required Qualifications
The following minimum qualifications are required:
-Bachelor degree in Business Administration or other related field.
-Minimum two years of work experience in the field of project management.
-Familiar with the proposals development.
-Fluent spoken & written Arabic and English language skills.
-Excellent computer skills and in particular dealing with Microsoft Office programs.
-Knowledge of principles and practices of office management and bookkeeping.
-Is self initiative, dynamic, prepared to conduct frequent site visits to HEIs, hardworking, and works well in teams.
Place of Work:
This post shall be based within the QIF unit at MOEHE headquarters in Ramallah- Um Al Sharayet.
