Quality Assurance Officer
Global Communities (Also Known as CHF International) has been operating in the West Bank and Gaza since 1994 providing critical development and humanitarian assistance for the Palestinian People. CHF International is the Cooperating Partner of the UN-WFP Palestine for the implementation of the Cash Based Transfers (CBT) Program (value voucher) in the Gaza strip through the use of the electronic voucher modality covering 61,000 beneficiaries. To assist with the implementation of this Program, CHF International is seeking qualified candidates to fulfil the following vacancies in its Gaza Office:
Quality Assurance Officer (5 positions) - Location: Gaza City, Period: 6 Months renewable upon funding availability.
JOB SUMMARY
The Quality assurance officer will be working under the direct supervision of the M&E and Reporting manager. She/he will be responsible of following up on all designed retail shops adherence to the CBT conditions, follow up on beneficiaries’ utilization of the provided vouchers in accordance with set criteria and reporting on program activities..
Major Responsibilities:
-Conduct regular visits to designated program shops, monitor use of the CBTs and ensure full adherence to program conditions, including use of vouchers, availability of approved commodities, quality of products, adherence to hygiene, etc;
-Review shops performance and provide detailed evaluation reports for the Program management and the UN-WFP;
-Follow up on beneficiaries’ use of the vouchers, assessing issues found, recommending solutions, monitoring preference, receiving complaints and assist with determining and implementing effective responses;
-Collects information on progress of all program activities , and provide comprehensive reporting in line with the set tools;
-Help establish and update the program relevant database;
-Support shop owners in use of system, ensuring full transparency, report on any deviations and help with performance improvement;
-Report on program impact at the level of beneficiary households and the small businesses part of the program including economic and social indicators;
-Collect all required data by the Program Management and the UN-WFP for analysis and reporting purposes; Assist with any program assessments or relevant related studies required by Program Management or the UN-WFP;
-Perform any other program implementation tasks as might be assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
-Good command of the English Language, written and spoken;
-Knowledge of MS Word and Excel required;
-Experience with monitoring and quality assurance tools;
-Demonstrated ability to work cooperatively as a member of a team;
-Excellent communication and interpersonal skills;
-Excellent planning and organization skills;
-Flexible, and able to work under pressure;
-Ability and willingness to work in the field and to deal cooperatively with beneficiaries and businesses
EDUCATION and EXPERIENCE
-University degree in Business Administration, Social sciences, Public Administration or any related fields;
-A minimum of 3 years experience in a relevant program implementation and quality assurance position with International or Local NGOs;
