OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION

The objective of this project is to contribute to the successful and sustainable reconstruction of Gaza and relief of the ongoing humanitarian crisis. Its primary aim is to provide legal, financial and technical support to the most vulnerable IDP households with totally destroyed houses, to establish and protect Housing, Land and Property (HLP) rights of IDPs and to promote security of tenure and then with the provision of cash grants and technical support, to reconstruct quality and sustainable homes.

GENERAL FUNCTIONS

Role objective:

Provide necessary technical support and assistance through the reconstruction process to beneficiaries.
Under the technical supervision of the Site Engineer, the incumbent will be required to work as a member of a team of Engineers and Administrative staff for the successful implementation of the Houses Reconstruction project activities

Expected output:

The main responsibilities of the Quantity Surveyor are to:

-Calculate actual construction materials quantities on construction sites (Office desk review).
-Carry out in the office random technical audits of interim/final quantities supplied materials with data collected on-site
-To generate/maintain relevant records on Self Build Module (SBM), upload supporting photos and accurate filing in the office.
-Office monitoring and noting any discrepancies in the use of materials (more or less) that will need verification by the Site Engineer.
-To apply a neat and accurate approach in all day to day activities.
-Reporting needed changes.
-Propose workable solutions to keep-up for delay and/or discrepancies
-Actively support the Site Engineer and PM with the supply of data and information according to project needs
-Contributing to team effort by accomplishing related results as needed;
-Perform other functions as may be assigned by the PM
Project reporting:
-Day-to-day monitoring visit to construction sites are recorded into software monitoring system / Self-build Module (SBM)
-Follow-up of construction plan and reporting according to milestones

Team management:
He/ she will be working along with other team members

ESSENTIAL EXPERIENCE

Education:
-Bachelor's degree in Civil Engineering and/or Diploma in Quantity Surveying with additional years’ experience.

Work experience:
-Minimum of 4 years of demonstrable relevant Engineering – Civil experience and/or minimum of 4 years of demonstrable relevant Quantity Surveying experience.

Geographical experience:
-Minimum of 4 years of experience in Middle East with local experience in Gaza is an advantage.

Languages:
-Fluency in Arabic and English are essential.

Key competencies:
-Strong theoretical background and substantive experience in all phases of international supply chain operations;
-Good working knowledge of INCOTERMS and expertise in handling complex supply chain issues and in the context of UN policies and standards;
-Strong analytical skills and working knowledge of quantitative methods;
-Good knowledge of sources of supply, customs clearance process, market trends, delivery constraints, etc.;
-Sound judgment in applying technical expertise to resolve a range of issues/problems;
-Ability to plan work assignments, juggle competing demands and work under pressure of frequent and tight deadlines, and with minimal direction/supervision.
-Detail oriented;
-Ability to multi-task and work in an environment where there may be frequent distractions;
-Ability to work in a team
-Regularly provide helpful feedback and advice to others in the team
-Good communications and mediation skills to build strong relationships with internal and external actors
-Pro-active and problem solving approach
-Good time keeper and able to deliver according to time and quality standards
-Remains calm, in control and good humoured even under pressure

Other relevant information:

-Experience of working on a live project, undertaking measurement and evaluation functions.
-Experience in UN or NGOs is highly preferred
-Must have excellent IT skills in the application of computers in the above duties, including work processing, spreadsheet and bills of quantities, Word, Outlook.
-Adept at understanding construction drawings and able to measure and take off accurately.
-Understanding of the inter-relationship between bills, specifications and drawings.
-Able to read a construction programme and relevance of the critical path (desirable).
-Understanding of Health & Safety issues at work and on site.
-Ability to analyze and solve problems;
-Ability to work as a team member in multi-national and cultural environment. Strong professional oral communication, writing and analytical skills, including the development of reports, oral presentations, and technical/persuasive documents.
-Applicants must live in Gaza.
-The incumbent must be mentally and physically fit.
-The incumbent must have a clean criminal record
-When visiting the construction sites, all duties are performed in PPE: Safety Hat, Boots and High Viz
-Duties may require long periods of standing.
-Hold a valid Palestinian driving license.
