Recruitment / Workforce Officer

Place of Employment:    Jerusalem

Contract duration:          1 Year contract, renewable

Trial period:                     3 months

Occupation rate:              100%

Job Grade:                       B3

Starting Date:                  April 2025

Under the supervision of the HR County manager the Recruiter/Workforce Officer will be in charge of attracting and recruiting specialist and non-specialist resident staff with the skills and profiles needed by the ICRC in ILOT.

The Recruiter /Workforce Officer will be responsible for the transactional, administrative and information management tasks linked to Resident contracts and ensures the general administrative follow-ups are carefully managed to ensure smooth employment and onboarding.

The Recruiter/Workforce Officer is also in charge of managing the administration of rotations of International staff in strong cooperation with Coordinators, Talent managers and Welcome services.


The successful candidate will be responsible for

  • Supports the internal and external recruitment process and provides HR expertise to all levels of the delegation.
  • Evaluates candidates' files, support and/or conducts interviews and candidates’ selection.
  • Reviews and publishes internal and external job announcements.
  • Evaluates recruitment activities and adjusts action plans and programs accordingly, particularly during emergencies.
  • Works in collaboration with various units to identify and analyse recruitment challenges, methods and processes and optimize recruitment tools.
  • Ensures that HR policies, procedures, and tools are applied correctly in all processes related to recruitment.
  • Support line managers and ensures new hires arrive to a fully equipped working station, with an Onboarding plan, briefings as well as mandatory training.
  • Manage the rotation roster by updating it on a regular basis with new information that was shared by the Coordinator, Talent Manager, PAC Shared Services or Welcome department to ensure an updated version of the roster exists at all time.
  • In coordination with Talent Attraction Unit in Head quarter, promotes ICRC in the local job market and develop a network within and beyond humanitarian sector.
  • Manages job requisitions, position openings/closures, and hiring documentation.
  • Ensures HR systems are updated with accurate recruitment and staffing data.
  • Prepares regular staffing reports to support workforce planning.
  • For recruitment activities in delegations, calculates the salaries of new hires within the delegation and requests validation from management.
  • Closely follow up HR Set Up budget and escalate all non-budgeted positions for validation.

متطلبات الوظيفة

Education & professional experience:

  • University degree HR management or relevant field
  • Excellent command of English and Hebrew.
  • Computer proficiency with excellent knowledge of Microsoft Word, Excel and Power Point
  • Very good experience with SAP SuccessFactors tool
  • Minimum 5 years relevant experience in similar fields of activities.
  • Very Good knowledge relevant laws Israeli & labor laws
