for Refinement of Digitalization Training Manual
1. Background:
Teach For Palestine is an independent non-governmental Palestinian organization established in early 2023. Its mission is to contribute to providing quality and inclusive school education for all children in Palestine. This is achieved through improving the classroom and school environment, adopting innovative teaching, and learning methods, and seeking to provide promising creative solutions to educational challenges, especially in marginalized and remote areas.
TFP is working on developing collective leadership by investing in promising teachers who commit to teaching in vulnerable schools and becoming lifelong advocates for the right of every child to learn in safe and quality learning environments and take action towards achieving this right. The program focuses on equipping the targeted teachers of primary levels with the necessary skills, knowledge, and mindsets to achieve transformative educational outcomes in Palestine.
The existing digitization training manual (in Arabic), developed by TFP, is recognized as a comprehensive and valuable resource in digital education. It is designed to empower educators to integrate digital tools and resources into classroom teaching effectively. Despite its established benefits and rich content, there is a need for refinement to ensure the manual is more user-friendly, better aligned with the Ministry of Education and Higher Education (MoEHE) standards and optimized for training purposes.
2. Objectives:
The consultant will refine the training manual to:
- Enhance its user-friendliness and accessibility for participants.
- Align the content with the latest (MoEHE) standards and digital education practices.
- Ensure the manual is effectively structured for training educators on various digital competencies, including AI integration, differentiated learning, digital assessments, classroom management, and cybersecurity awareness.
3. Scope of Work:
The consultant will perform the following tasks:
- Review the current manual and conduct a gap analysis in alignment with MoEHE standards and the specified learning outcomes.
- Redesign the content layout to enhance logical flow and readability.
- Incorporate interactive and practical elements that facilitate hands-on learning experiences.
- Update the content to include recent advancements in digital tools and resources.
- Ensure that the language and terminology used are consistent and suitable for the target audience.
- Deliverables:
An initial report detailing findings from the gap analysis and proposed changes.
A draft version of the refined manual for review and feedback.
The final refined manual incorporating all feedback and adjustments.
A presentation summarizing the changes made to the manual and guiding how to use it effectively.
- Timeline:
The consultancy is expected to complete the project within one month from the date of contract signing.

Consultant Qualifications:
- Advanced degree in education, instructional design, educational technology, or a related field.
- Proven expertise in digital education and instructional design.
- Prior experience in developing training materials aligned with national education standards.
- Excellent analytical and report-writing skills.
- Experience working collaboratively in multi-disciplinary teams and with government agencies or educational institutions to achieve project goals.
- Development Sector Experience: Experience working in the development sector and with NGOs, producing high-quality outputs.
- Ability to work under tight deadlines and adapt to changing requirements or feedback from multiple stakeholders.
7. Evaluation Criteria:
Proposals will be evaluated based on the consultant’s experience, methodology, and cost-effectiveness.
