Project Background
USAID/ West Bank and Gaza (WBG) Accountable Local Governance (ALG) Activity is a four-year, four months project that aims to improve the delivery of basic public services and to promote inclusive and accountable governance. The Activity interventions will use tailored assistance packages (APs) to improve service delivery, enhance the effectiveness of municipal operations, strengthen local government unit (LGU) fiscal management, and build resilience to shocks and stressors. The Activity will strengthen municipal responsiveness to citizens’ priorities and concerns, enhance civic engagement in local governance with a focus on under-represented and marginalized groups, and help connect LGUs, civil society, and other institutions to improve service delivery and enhance accountable governance.
Position Purpose
The role of the Regional Cluster LGU Engagement Team Leader is to lead the implementation of the ALG interventions for partner LGUs. The Team Leader will work on feasibility assessments on creating, combining, or expanding joint service-delivery initiatives, and oversee AP and cluster workplan implementation for partner LGUs. They will establish relationships with stakeholders, responding to needs, and managing expectations. They will also be directly responsible for leading the support of Aps’ implementation in target municipalities, and for managing Specialists assigned to the regions.

Key Duties & Responsibilities
- Serve as bridge between Ramallah office and activities in the North and South.
- Supervise and mentor regional technical and operational staff.
- Work with O1 Team Leader to develop tailored APs for partner LGUs, using a clustered approach as possible.
- Work with DCOP to support learning networks, intergovernmental coordination, advocacy, and LGU bylaws focused on citizen priorities for service delivery.
- Facilitate regional coordination across outcomes, delivering a comprehensive vision for success; support technical progress in each unique municipal context.
Qualifications
- Bachelor’s degree in international development, public administration, engineering, urban planning or related field, or equivalent work experience; advanced degree preferred. At least 10 years of relevant work experience.
- 10 years’ experience in program management, local governance, or citizen engagement on international donor-supported programs of similar cope/complexity, in WB&G or MENA required.
- Experience managing local governance activities, grants, and collaborating with LGUs and VCs
- Fluent English and Arabic required.
Reporting
The position of the Regional Cluster LGU Engagement Team Leader will report to the Deputy Chief of Party.
