Business Alliance HR is recruiting a Regional Finance Manager for a regional development NGO located in Ramallah, Palestine.

The Regional Finance Manager will be responsible for leading financial operations for 3 regional offices, ensuring all financial reporting is compliant.

Essential Duties and Responsibilities:

1. Manage budgets, accounting, and reporting for all activities.
2. Oversee finance teams & collaborate with program & development teams.
3. Ensure financial compliance & lead reporting to donors & boards.
4. Manage cash flow and investments, and mitigate financial risks.
5. Provide financial training & support audits.
6. Review all accounting transactions to ensure compliance with IFRS and GAAP.
7. Ensure proper allocation to Accounts, Projects, Budgets, Budget Lines, and Cost-Share.
8. Prepare and disseminate monthly financial reports to the Leadership Team highlighting major variances in budget, ending grants, major receivables, etc.
9. Lead regional financial reporting to Donors and ensure full compliance with donor regulations.
10. Lead the annual budgeting and mid-year forecasting process in collaboration with national finance and program staff.
11. Oversee annual Tax Reporting Submissions.
12. Lead regional audits imposed by donors.

Special Requirements & Skills: 

1. Minimum 10 years of experience in financial accounting in a supervisory role.
2. Minimum 5 years experience working with International NGOs.
3. Work experience with USAID Grant Management is a plus.
4. Ability and willingness to travel regionally.
5. Jerusalem ID is a plus.

Years of experience:

Minimum 10 years of experience in financial accounting in a supervisory role, and a minimum of 5 years of experience working with International NGOs.

Education:

1. Master’s degree in Accounting, Finance, or Business Administration.
2. CPA or CMA is preferred.

Location:
Ramallah, Palestine.

Languages Required:
Fluent in Arabic & English. Hebrew is a plus.
