Description
CARE is seeking a Regional GBV Protection Advisor who has a highly qualified technical expert to expand its programming to address gender-based violence (GBV) in the MENA region where the unprecedented humanitarian crisis – with two Type 4 emergencies – are leading to a rapid increase in different forms of GBV such as domestic violence, sexual harassment and early and child marriages. This resource is required to strengthen the technical quality of CARE’s programmes in MENA through initiating GBV-specific projects, building staff and partners’ capacity for GBV protection mainstreaming across all programme sectors and building new partnerships. This position is intended to be filled by an expert with significant experience of working in the region and should be an Arabic speaker. It is proposed as a home-based position located in any of the following locations where CARE has an office: Amman/Cairo/Jerusalem/Ramallah.
Frequent travel to country offices including Jordan, West Bank & Gaza, Turkey, Lebanon and Yemen (subject to security clearance) will be an essential requirement. The Regional GBV Protection Advisor will collaborate with project teams in multiple COs on a day-to-day basis to carry out his/her responsibilities. This is an exciting time to join the CARE MENA Regional Management Unit team to contribute to this leading INGO’s Regional Strategy with a strong commitment to contribute to addressing gender-based violence as a core gender justice issue.

Primary Skills:
- Degree level qualification in social sciences, anthropology, development studies or a related discipline
- Advanced training in gender mainstreaming
- Advanced training in GBV prevention or response.
- Demonstrable experience (of at least 7 years) in GBV mainstreaming and/or designing and implementing GBV-specific programmes in humanitarian or development settings.
- Track record of working in the MENA region in development or humanitarian fields.
- Fluent in written and spoken Arabic
- Proficient in reading and speaking English
- Strong facilitation skills with ability to moderate group discussions on sensitive topics
- Excellent training and capacity building skills
- In-depth knowledge of GBV trends and ongoing efforts to address GBV in MENA.
- Experience of developing and implementing GBV-specific projects
- Track record of successfully designing new GBV projects including leading technical design of proposals.
- Know-how of applying gender mainstreaming in projects.
- Strong analytical skills and ability to design and direct research, baselines, needs assessments and evaluations for GBV prevention/response interventions.
- Proven ability to build partnerships with diverse civil society actors especially women’s organisations, government departments, academic institutions and INGOs to secure commitment around common goals to fight GBV
- Strong understanding of the political and legal systems related to women’s rights and legislative environment pertaining to GBV prevention and response in MENA countries.
- Strong team player and experienced collaborator
