Regional Monitoring and Evaluation Manager

Position Type: Full time, Exempt, not eligible to receive overtime pay

Target Start Date: August 1, 2023

Compensation: Commensurate with experience

Location: UPA Office, Jordan or Ramallah, Palestine with ability to travel to Lebanon, Palestine and Jordan

Reports to: Regional Director of Field Operations

Position Summary

The Regional M&E Manager is responsible for establishing and overseeing a functional M&E system for all UPA programs and projects. S/he will play an important role in improving information management, data quality, and data analysis. S/he will assume responsibility for full-cycle monitoring and evaluation of UPA’s programs and projects and will work with staff and/or consultants on developing appropriate methodologies and tools to design and execute evaluations in the different locations. This position reports to the Regional Director of Field Operations.

Qualifications

• Bachelor’s degree required, master’s degree in business administration, management, Development Studies, social studies, statistics, or international development, preferred.
• Minimum of 3 years of Monitoring and Evaluation experience, working with humanitarian and development organization.
• Knowledge and training in Monitoring, Evaluation
• Knowledge of the major evaluation methodologies (qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.
• Fluency in English and Arabic; excellent written and oral communication skills, including facilitation and cross-cultural communication.
• Strong attention to detail, organizational and time management skills.
• Willingness and ability to travel independently in the Middle East Region, up to 15%.
• Computer proficiency in Windows environment (Microsoft Word, Excel, Access, PowerPoint), preferably SPSS or similar statistical software and data collection tools/programs (e.g. Kobotoolbox and/or others).
• Knowledge of Facebook analytics is a plus.
