Project Description:
The USAID Palestine Renewable Energy Project (PREP), aims to significantly advance the Palestinian energy sector to support affordable and sustainable energy independence in the West Bank with a focus on improving electricity access and reliability by strategically incorporating renewable energy. This is a three year project commenced around September 2016 and ending around September 2019.
The Renewable Energy Program Manager will play a key role in building the Palestinian Authority (PA) energy sector institutional capacity to support increased clean energy generation and grid integration, and in promoting the benefits of solar photovoltaic electricity and/or other renewable energy generation through the development of sustainable pilot activities.
Key Responsibilities:
-Work with the Senior Renewable Energy Advisor to development policies and regulations designed to attract private-sector investment in utility-scale and distributed renewable energy;
-In collaboration with the Senior Renewable Energy Advisor, advise on best practices in public-private-partnership incentives, grid integration, sustainability, and other required areas.
-Assist in management of pilot projects: responsible for project pipeline development and day-to-day monitoring of pilot project implementation and performance.
-Assist in EPC Contract preparation, negotiation and management.
-Effectively manage and monitor construction activities for multiple project sites.
-Ensure that the site construction activities adhere to established construction protocols.
-Assure that all required construction permits have been obtained.
-Assist in the competitive procurement process of RE equipment.
-Help in preparing sustainable operation plans of implemented solar PV systems.
Skills, Knowledge and Experience:
-One to four years of relevant working experience in renewable energy with an outstanding track record in the solar sector.
-At least four years of experience as an advisor to public entities (ministries, regulatory bodies, finance authorities, system operators) and/or work in the private sector as a developer of solar projects.
-A Master’s Degree in Renewable Energy or a related field from an accredited university.
-Business proficiency, written and spoken, in English
-Good knowledge of the current local electricity sector status and main players.
Salary Expectations
This position is anticipated to pay around $25,000 per annum.
