Job Title: Research and Information Manager
Location: Ramallah
Reports To: Director of Research & Planning
Responsibilities & Duties:
In accordance with established WA policy & regulations:
Research, Information and Knowledge Management
1-Assist in the preparation and rolling out of plans for research and information sharing addressing WA areas of intervention at the community and institutional levels.
2-Provide support in the participatory identification, prioritization, design and implementation of action-oriented assessments and research works, addressing community needs and vulnerabilities, program and operational challenges as well as intra- and inter-institutional issues.
3-Develop/review data collection instruments and methodologies to ensure quality evidence-based research data gathering, analyses and representation.
4-Collect, update and maintain baseline information on all sectors and programs of WA, which will then feed into the WA strategic plan.
5-Liaise and team up with the related WA departments and units in order to strengthen the research and information portfolio, with a particular focus on i) primary and secondary data collection and archiving, ii) collection, documentation and dissemination of lessons learned, success stories, impacts and best practices, iii) preparation of regular thematic reports, information materials and newsletters addressing various intervention areas iv) dissemination of information, studies and reports at the intra and inter-institutional levels.
6-In cooperation with the related departments and units, assist in monitoring the program impacts and prepare intervention/area-specific reports and/or briefs as needed.
7-Assist in drafting TORs for short term research consultants; work closely with them and review their deliverables.
8-Maintain and circulate the database of consultants/experts in each sector to concerned staff in R&P, POD and RDCD
9-Maintain and circulate the database of NGOs, PA, private and UN institutions of relevance.
10-Perform other related tasks as assigned by R&P director.
Program Development and Grant Making:
1-Actively participate in preparing the requests for applications (RFAs) terms & coordinate KPIs of its deliverables with POD, as agreed upon by R&P director.
2-Actively participate in preparing the response for applications (RFAs) terms & resond to requests from RDCM to complete the proposals for submission to donors, as agreed upon by R&P director.
3-Participate in Program Development through the relevant Committee (PDC).
4-Participate in evaluating applications for funding through the Pre Assessment Committee (PAC).
Sectoral Knowledge Acquisition, Internalization, and Dissemination(Sectors as instructed by director of R&P):
1-Evaluate the implemented programs under the sector & prepare needed remedial plans.
2-Conduct field evaluation visits as necessary.
3-Assist in impact studies of the sector & beneficiary satisfactory studies.
4-Organize workshops & participate in conferences on the sector.
5-Develop sector’s key performance indicators (KPIs) & participate in developing KPIs of relevant programs in coordination with the Program Manager.
6-Review reports & presentations prepared by consultants on subjects of relevance.
7-Submit quarter & annual reports on the sector.
8-Develop and submit papers on sector and on WA contribution to sector in local, regional, and international seminars and fora.
9-Enrich the library with up to date books and periodicals of relevance by preparing necessary purchase orders.
Capacity Building and Compliance:
1-Participate in organizing training activities for the development of R&P staff.
2-Participate in the organization of workshops to exchange experience, set standards, review progress, …etc. among WA various areas of operations in the concerned sector.
3-Monitor compliance with approved sectors’ budget.
Functional Relations: With R&P, RDCM and POD staff.
Qualifications:
-Master’s Degree in developmental studies, social sciences or other disciplines related to the WA work.
-Proven competencies in program development, monitoring & evaluation.
-At least 5 years of demonstrated experience in high quality participatory research, data collection, compilation, analyses, reporting and communication.
-Familiarity with the WA areas of interventions is preferred.
-Demonstrated experience working in complex environments.
-Demonstrated ability to build and develop networks
-Representation skills.
-Excellent competencies in spoken & written Arabic & English language skills.
-Competency in conducting research.
-Good MS project skills.
