Research Coordinator
The Norwegian Refugee Council (NRC) re-established its presence in the Occupied Palestinian Territory (Palestine) in January 2009 and is mainly developing programme activities in the sectors of education, shelter and the provision of information, counselling and legal assistance (ICLA).
Undertake in-depth legal research on identified topics of law related to Housing, Land and Property (HLP) r and residency rights;
Research and monitor current legal developments in Israeli law including new and amended legislation and regulations, court decisions and practices and policies of administrative bodies related to HLP and residency rights
Provide legal research support to the ICLA Gaza team on issues of Israeli law relevant to Gaza as necessary
Include International Humanitarian Law (IHL) and International Human Rights Law (IHRL) perspectives into legal research
Draft and update work plans and other tools for coordination of research to support ICLA projects and adhering to commitments to donors;
Act as focal point for project research activities carried out by external consultants and provide legal editing and ensure all research meets NRC requirements in terms of quality, language and format;
Contribute to ICLA project strategy especially as it relates to research;
Prepare brainstorming sessions for national lawyers practicing in HLP and residency law.
Prepare legal memos, information sheets, factsheets and other documents in relation to HLP and residency law, both Israeli and international;
Draft legal documents and legal correspondence as required;
Provide trainings and written and oral advice to ICLA and the international humanitarian and diplomatic community;
Assist in formulating policy recommendations in consultation with ICLA and the Advocacy Unit;
Liaise with other national and international NGOs and UN agencies in relation to areas of relevant research;
Maintain up to date records of all research conducted by ICLA
Carry out any other relevant duties as requested by supervisor.
Qualifications and Competences
Academic and Professional Qualifications
University degree in the field of Israeli domestic law.
Knowledge of international humanitarian and/or human rights law is an advantage.
Expertise in housing, land and property and residency law is an advantage
Masters degree in the same field is an advantage.
Relevant Experience
Minimum of 7 years of relevant work or post-graduate experience.
Experience with research methodologies, quantitative and qualitative research and analysis of field data an advantage.
Experience with management of non-legal research projects an advantage.
