The Abraham Path Initiative (API) is an independent non-profit and non-governmental organization. The mission of the organization is to develop Abraham Path as a long-distance cultural walking route through the Middle East in cooperation with local partners and rural communities. API has received funding from the World Bank State and Peace Building Fund for a project entitled Masar Ibrahim/Abraham Path: Economic Development Across Fragile Communities (hereafter: the Project). API is the implementing agency for the project, and the grant recipient responsible for the overall project implementation.

The Abraham Path Initiative (API) intends to apply part of the proceeds of this grant to payments under the assignment Research Data Collection and Monitoring and Evaluation.

The consulting services (“the Services”) include collecting quantitative and qualitative action research data in communities along the Abraham Path, providing monitoring and evaluation services to measure the ongoing effectiveness of the Project, and providing training in monitoring and evaluation best practices for API and the Palestinian organization Masar Ibrahim al-Khalil (MIAK).

The Abraham Path Initiative (API) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Access to the West Bank and Jerusalem is a necessary condition for shortlisting. The shortlisting criteria are: Overall assessment of professional capability of the firm, including the availability of appropriate skills among staff in the firm (30 points), a minimum of 5 years of experience in conducting similar assignments both in research and M&E (40 points) and familiarity with the business environment in the West Bank and Jerusalem (30 points).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants Procurement under IBRD Loans and IDA Credits’ published by the Bank in January 2011, and the ‘Guidelines: Selection and Employment of Consultants by World Bank Borrowers,’ published by the World Bank in January 2011. Moreover, the ‘Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants,’ dated October 15, 2006 and updated January 2011 shall apply to the project.  

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
