Job Description
Role and responsibilities
The objective of the Legal Research Technical Officer position is to support the Legal Research Coordinator in the execution of legal research projects and to monitor and analyse legal developments, trends, laws and relevant court decisions, in response to the needs of the ICLA programme.
Responsibilities
Specific responsibilities
- Monitoring, tracking and keeping abreast of the following topics (50%)
- Monitoring of legal, political, social and economic environment and identifying key legal and other protection issues and trends as relevant to legal aid in Palestine.
- Reviewing local and international media outlets relevant to our focus areas and tracking of other organizations’ related work and news.
- Keeping abreast of developments in housing, land and property rights, freedom of movement, residency, economic and social rights and relevant legal areas.
Research activities including (50%):
- Supporting the research and analysis of the relevant laws and trends that are taking place related to ICLA work.
- Contributing to writing research, legal alerts, legal updates, factsheets, case summaries, bulletins, information materials, etc. targeting diverse audiences.
- Contributing to the IHL and International law analysis for the documents produced by ICLA.
- Managing the administrative part of the external consultancies including, drafting of ToRs, following up on procurement, preparing completion of service etc., and ensuring all research meets NRC requirements.
- Maintaining up-to-date records of all research conducted by ICLA.

Qualifications
Generic professional competencies for this position:
- Previous experience from working in complex and volatile contexts and/or working within the Cluster system
- Good understanding of protection, legal frameworks with the ability to integrate gender and good governance into programming
- University degree in the field of Israeli domestic law (or relevant subjects) and knowledge of international humanitarian and human rights law
- Expertise in housing, land and property law and other laws relevant to ICLA’s work
- Minimum of 3 years of relevant work or post-graduate experience
- Excellent research and analytical skills
- Excellent communication and interpersonal skills
- Excellent reading, writing and speaking skills in English and Hebrew languages.
