Context
International Medical Corps (IMC) is working to relieve suffering of those impacted by war, natural disaster, and disease by delivering vital health care services that focus on training, helping devastated populations return to self-reliance. IMC has started working in Gaza since August 2020 on Supporting Health System Preparedness and Service Provision in Gaza project.
IMC is implementing DRR programming to strengthen emergency response capacities during and resilience after a natural hazard. IMC is working to empower local partners during and after a disaster. Scaling up community capacity is one of DRR department objective where training activities will include IMC’s partners to build their DRRM skills and understanding in terms of manage disaster and reduce risks to ensure the protection of vulnerable groups, especially including women and children, before and during disaster response to enhance community resilience considering the Sendai Framework.
- Risk mapping objectives
Map flooding hazards and risks and develop contingency plans contribute to ensuring that DRR plan is prioritized in ways to address the most severe natural disaster with the most appropriate prevention and preparedness measures and can in the process also become an instrument of solidarity.
IMC is seeking consultant to conduct map hazards in Gaza strip, risk to population and facilities, as well as existing community resources in target locations in order to support the creation and maintenance of DRRR plans.
Consultant has to assess:
- General risks and vulnerabilities per governorate and specific risks to the targeted communities
- Determine flooding disaster points and potential damage,
- Identify local capacity at the targeted communities
- Propose flooding response measures per community based on vulnerability analysis and capacity
- Develop contingency plan for each targeted community
This information will be crucial to prioritize and allocate resources for the risk reduction and mitigation activities.
- Scope of work
Risk mapping will be carried out within the broader context of disaster risk management. Risk mapping will identify the capacities and resources available to reduce the identified levels of risk, or the possible proposed effects of a disaster (Capacity analysis) and considers the planning of appropriate risk mitigation measures (capability planning), the monitoring and review of capacity, risks, and vulnerabilities. Risk mapping consultant has to identify, analyze, and visualize risks that may affect on community. Consultant has to involve gathering and analyze data on potential threats, capacity and vulnerabilities and using this information to create a map and representation of the risks.
Risk mapping approach should consider risk analysis for the following aspects:
- Hazard
Assessment natural risk focusing on floods in Gaza strip.
Assess other potential natural disaster.
- Vulnerability
Describe factors or constraints of an economic, social, or geographic nature, which may reduce ability of a community to prepare for and cope with the impact of hazards.
- Capacity
The resources and skills people possess, can develop, mobilize, and assess, which allow them to have more control over shaping their own future and coping with disaster risks.
- Risk
The probability that negatives consequences may arise when hazards interact with vulnerable areas, people, property, and environment.
- Timeframe and Level of Efforts
The work will take place during February – March, and consultant must provide IMC with timeframe for approval.
- Deliverables
1- Risk mapping report
2- Contingency plan
Notes:
- Report contents should be 20-25 pages but not includes references for all data (Collected Data).
- Consultant has to submit report first draft and final report. IMC will add comments on first draft and consultant has to respond to comments within 3 working days. Final deliverables have to be approved by IMC before processing consultant final payments.

Required Qualifications:
- Master’s degree related to consultancy topic is preferable.
- Minimum 5 years experiences in DRR and risk mapping or relevant fields such as community emergency preparedness
- Proven experience in risk mapping and assessments, especially DRR sector
- Proven record of carrying out similar consultancy services with national and international NGOs.
- Knowledge of the context/experience in Gaza
- Inter-personal and communication skills with team-work attitude
- Excellent analytical and writing skills.
- Full English proficiency
