RUWWAD Palestinian Youth Empowerment Program,is a USAID-funded program implemented by the Education Development Center,Inc.(EDC). RUWWAD empowers young palestinians to become leaders of social change by providing advanced leadership opportunities therough the National Youth Corps (NYC),Which is composed of young men and women ,aged 14-30 years.RUWWAD also supports the U.S Palestinian Partnership in its Creation of a network of four Youth Development Resource Centers (YDRCs) and affliated youth clubs, in partnership with the Palestinian Ministry of Youth and Sports (MoYS).As part of the UPP, Ruwwad is working with the Moys to support the four YDRCs to develop their managerial and programming capacity so that they r better equipped to serve Palestinian youth , specifically , Ruwwad is working with the MoYS to support the four YDRCs to develop their managerial and programming capacity so that they are better equipped to serve Palestinian youth.Specifically,Ruwwad will provide technical assistance to the YDRCs and the MoYS in strategic planning,IT capacity,management systems,and program oversight.The RUWWAD Program has the current position open:

Job Description:Manages all capacity-building and training for personal at the YDRCs and the MoYS,under the UPP initiative.Reports to the RUWWAD Programs Director.
Duties /Responsibilities
1)Conduct basic needs assessment to determine the existing technical capacity of key staff at the MoYS and the YDRCs,identify skill gaps/training needs,and suggest reas for improvement.
2)Work closely with MoYS staff to develop a capacity-building strategy and training action plan.
3)Coordinate the implementation of capacity-building activities for(and in cooperation with) all relevant stackholders and partners,focusing on the following themes:management systems strengthening;program oversight strengthening ;ICT system development and implementation;and managerial,administrative,and financial training.
4)Propose recruitment and orientation strategies to meet new MoYS and YDRC staffing needs.
Required Qulaifications
-Master’s degree in social sciences,public administration,or related field.
-Minimum of 10 years of experience in designin and implementing capacity-building projects for governmental and non-governmental entities in the MENA area,preferably in the West Bank and Gaza .
-Extensive experience and proven track record in designing, implementing and delivering training programs in the areas of : youth development, management of youth programs,project management; and financial capacity-building.
-Experience in working with governmental agencies, preferably in the West Bank and Gaza.
-Strong experience in managing complex multi-stakeholders projects.
-Excellent command of English and Arabic for report writing and curricula development.
-Very strong interpersonal and facilitation skills.
-Familiarity with international donor-funded projects desirable.
Duty Station:Ramallah/EDC office
Contract Duration :1 year renewable
