Safe and Inclusive Programme Adviser

What we are looking for:

NRC Palestine is seeking for a talented Safe and Inclusive Programme Adviser to support the Country Office (CO) in strengthening its capacity on gender mainstreaming, across NRC Program Cycle Management (PCM). The position holder will also support in the updating and implementation of the CO Action Plan on Safe and Inclusive Programming, as well as the specific priorities on gender within this Action Plan. They will ensure sustainability and further institutionalization of SIP in the Country Office (including through Training of Trainers, integration of SIP into NRC’s ways of working).

What you will do:

  • Safe and Inclusive Programming roll-out. Facilitate and coordinate the dissemination, roll-out and institutionalization of SIP standards in the Country Office, in line with NRC's global SIP Strategic Initiative.  This includes building systems, capacities and tools for applying and implementation of the Minimum Standards and humanitarian principles across NRC’s response. 
  • Capacity Development. Provide training, capacity building and mentoring of Country Office staff on SIP themes, such as mainstreaming protection, age and diversity. This includes both the technical standards as well as the NRC routines for design, implementation and compliance checks. A particular focus will be on improving capacity on gender mainstreaming. 
  • Institutionalization of SIP into NRC’s Ways of Working. Support the integration of SIP into NRC’s Ways of Working across relevant departments, particularly the CO programme teams.  Collaborate also closely with colleagues working on Monitoring and Evaluation and Learning, HR, Finance, Logistics, and Risk and Compliance, on common issues, ensuring SIP integration within their systems and processes.
  • Programme Quality. Provide ad hoc technical advice and support to the Country Office project teams throughout the programme-cycle. This is to ensure adherence to the safe programming standards (especially on the minimum standards) during identification, planning, implementation and monitoring of NRC’s programming.
  • Grant Processes. Support relevant colleagues to review and provide SIP inputs and feedback to project/grant processes, including: concept notes, proposals, grant agreements and reports, in close collaboration with the other CO Program leads and Managers (CC and Programme).
  • Reporting. Contribute to reports, including: updates on the SIP roll-out situation reports (sitreps), assessments, background/briefing papers, talking points, information memos, and other relevant documents relating to safe programming as required
  • Exchange and coordination. Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

What you will bring:

  • Advanced academic qualification in a relevant field (law, social sciences or related disciplines). 
  • Minimum 5 years of experience within protection, gender, GBV, age, disability (mainstreaming) preferably in a humanitarian context
  • Experience of working in complex and volatile contexts. Knowledge of the context in Gaza and West Bank desirable
  • Strong knowledge of global protection standards and relevant bodies of international law (international human rights law, international humanitarian law and refugee law)
  • Particular experience within gender mainstreaming is a plus. 
  • Experience in developing and delivering high quality protection-related training and tools to support practical implementation of protection standards. 
  • Strong communication skills and ability to build trust and confidently navigate both internally and externally at different levels. 
  • Ability to think strategically and constructively and to apply these skills in developing policy frameworks and guidelines to support institutionalization of protection mainstreaming.             
  • A clear understanding of protection issues, legal frameworks and professional standards in humanitarian and displacement contexts. 
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal. Knowledge of Hebrew or Arabic desirable.

What we offer:

  • Duty station: Jerusalem, Palestine
  • Contract: 12 months (Renewal is subject to performance and funds availability)
  • Travel: up to 30% (within the West Bank, Gaza and the region)
