Safety & Access Manager

The Safety & Access Manager reports directly to the Country Director (CD) and Safety and security Manager. S/he is responsible for the management of CARE'S fleet by providing technical and administrative support. S/he is also responsible for liaising with the Israeli/Palestinian officials to facilitate the processing of permits and movement of staff and visitors across checkpoints and passageways as well as ensuring that safety and security policies and procedures are adequate and known to staff, visitors, and partners.

S/he is expected to identify changes and analyze the security dynamics in West Bank, make necessary recommendations and support all program implementations of the country office portfolio. S/he will be crucial in promoting a strong safety culture at CARE. S/he will represent the organization and take a leading role in the Security Management Team, ensuring the effective implementation of security protocol, policies and best practices.

Job responsibility #1: Safety and Security Policy, Procedures, and Risk Assessment

  1. Security Monitoring: Oversee and assess the security context and situation in CARE’s programme areas across the West Bank, preparing & adapting country office security protocols as needed.
  2. Information Gathering: Collect and act as primary focal point in West Bank to synthesize security information from various sources, including OSAC, AIDA, UN, WFP, and ICRC, through ongoing meetings with UNDSS, AIDA, ACU, and media outlets.
  3. Incident Database Management: Maintain a comprehensive database of security incidents and develop an efficient reporting system for staff, consisting of flash messaging, face to face briefings, weekly and monthly reporting.
  4. Scenario Development and Recommendations: Propose security scenarios and recommend appropriate interventions; conduct immediate assessments, conduct tabletop exercises and advise on actions during security incidents.
  5. Emergency Preparedness: Support the development and monitoring of Emergency Preparedness Plans (EPPs), focusing on scenario planning and risk monitoring, conduct scenario-based training particularly relating to emergency preparedness.
  6. Policy and Procedure Updates: Assist in updating CARE security policies and procedures, SOP's, including contingency plans, crisis management plans, and hibernation, relocation & evacuation plans.
  7. Liaison with Authorities: Track security issues and liaise with Palestinian authorities, Israeli officials, and IDF to facilitate permits and ensure safe movement for staff, visitors, and partners across checkpoints during field visits.
  8. Vehicle Safety Compliance: Ensure adherence to vehicle operation laws, conduct rapid risk assessments relating to travel requests, conduct journey management and provide guidance as required/gaps identified. Follow CARE policy.
  9. Regular Risk Assessments: Conduct regular risk assessments to evaluate threats and risks to staff and CARE resources.
  10. Field Office Support: Collaborate with field office managers to ensure S&S procedures are effectively implemented.
  11. Training and Awareness: Work closely with country office management to ensure that all staff and visitors are informed of security policies and procedures, providing refresher training as necessary.
  12. Incident Reporting: Ensure staff members recognize the importance of promptly reporting and documenting security incidents, including vehicle accidents, and manage all related security issues.

Job responsibility #2: Communication of Security Information

  1. Staff Contact Information: Regularly update and disseminate staff contact information to ensure all personnel are easily reachable.
  2. Correspondence Management: Maintain organized correspondence files and ensure that all security information is stored securely in both electronic and paper formats.
  3. 3Communication Monitoring: Oversee internal communication systems to guarantee effective information transmission during emergencies. Regularly update and routinely test communications tree effectiveness.
  4. Professional Liaison: When directed by the Safety & Security Manager (SSM) and/or Country Director (CD), engage with security personnel from other INGOs, embassies, and government offices, participating in security information-sharing meetings and forums.
  5. Reporting and Alerts: Provide daily and monthly security reports, flash messaging, advisories, and SMS alerts as necessary, especially during heightened threat levels, to staff, partners, and CARE members.
  6. Coordination with Security Units: As directed by the CD, coordinate and liaise with CARE International security units at both headquarters and regional levels.
  7. Security Briefings: Conduct security briefings for incoming visitors and provide safety and security orientation for newly hired staff
  8. Conflict Sensitivity Analysis: Assist in conducting conflict-sensitive analyses to identify potential risks and challenges affecting operations and programs.
  9. Mitigation Measures Development: Develop relevant and appropriate mitigation strategies based on analysis findings to inform operational and programmatic decisions effectively.
  10. Collaborative Development: Advocate for the joint development of safety and security plans and guidelines by the entire team to foster a sense of ownership.
  11. Encouraging Compliance: Promote the integration of safety and security considerations into program planning and implementation, ensuring they are viewed as essential components rather than add-ons.

Job responsibility #3: Workplace security, security of CARE assets and Allocation of CARE cards

  1. CARE Vehicle Management: Establish and maintain an efficient system for issuing and controlling the use of CARE vehicles.
  2. Staff Training on CARE vehicle Processes: Ensure all staff are knowledgeable about the CARE vehicle process and facilitate timely allocation and return of vehicle for CARE staff.
  3. Focal Point for Safe Working Arrangements: Act as the main contact for developing safe working arrangements during critical incidents, such as humanitarian crises and security events, supporting top management in implementing safe or alternative working modalities.
  4. Asset & Facility Security Assessments: Ensure that all CARE facilities and property, including offices, guest houses, warehouses, staff residences, vehicles and program sites—are thoroughly assessed, cleared, and compliant with local laws and occupational safety standards.
  5. Site Security Plans: Verify that site security plans meet CARE security standards for high-risk locations, including relevant specifications, security enhancements, and associated costs.
  6. Focal Point for Safe Working Arrangements: Act as the main contact for developing safe working arrangements in the West Bank during critical incidents, such as humanitarian crises, security issues, and COVID-19 restrictions, supporting the Country Director and Senior Management Team, in implementing safe or alternative working modalities.

Job responsibility #4: Managing CARE's Fleet

  1. Travel Risk Preparation: Coordinate with logistics departments to ensure that CARE vehicles, drivers, and passengers are well-prepared and informed about road travel risks, with all necessary mitigation measures and training in place for safe travel. Ensure that vehicles are regularly sent for maintenance inspections and maintain detailed records of all maintenance activities in coordination with field Admin/Procurement staff.
  2. Accident Reporting and Investigation: Ensure all road accidents are reported in the CARE reporting system and collaborate with logistics and security teams to investigate critical road accidents. Collect information on all accidents, follow up with insurance, and generate immediate reports for the Country Director, Fleet Administration Manager, and Human Resources Manager.
  3. Vehicle Tracking System: Ensure a robust vehicle tracking system is implemented to allow for early detection and prompt response to road accidents and potential security events during field missions.
  4. Mission Briefing Protocols: Ensure that mission briefing and debriefing protocols are followed, contributing to decision-making for future field missions.
  5. Compliance and Safety Checks: Ensure all vehicles are equipped with the necessary documentation and safety equipment.
  6. Vehicle Condition Management: Oversee regular cleaning and maintenance of vehicles to ensure they are in good working condition.
  7. Repair Quotes and Approvals: Solicit and obtain quotes from garages for necessary repairs, seeking management approval to proceed with those repairs.
  8. Fleet Petty Cash Management: Efficiently manage petty cash for the vehicle fleet.
  9. Vehicle Log Monitoring: Update, monitor, and report on vehicle logs for expenses and fuel consumption on a daily, weekly, and monthly basis.
  10. Road Safety Campaign Participation: Participate in the annual Road Safety Week campaign by promoting safe driving best practices in the occupied Palestinian territories.

Job responsibility #5: Staff training & Capacity Building

  1. Training Needs Assessments: Conduct safety and security training needs assessments for all country office and West Bank Field office staff.
  2. Yearly Training Plan: Develop and implement a comprehensive yearly training and development plan to ensure all staff receive necessary training, briefings, and orientation.
  3. Collaboration with Training Department: Work with the organization’s training department to integrate security awareness into broader capacity-building initiatives for staff in high-risk environments.
  4. Mandatory Training Compliance: Maintain a training register to track mandatory training requirements, including HEAT, Security Awareness in National Theatre Training (SAINT), online training, and IT security.
  5. Crisis Management Training: Conduct, crisis management training and refreshers courses/training for Senior Management Team (SMT) members and staff.
  6. Capacity building training: Design and deliver table top exercises & workshops to enhance the staff & partners skills and capacities.

Job responsibility #6: Administrative Support

  1. Government Liaison: Follow up with Israeli government departments on various documents as directed.
  2. Document Transfers: Organize the transfer of documents, including obtaining statements from vendors, delivering payments, and picking up bank statements.
  3. Translation Services: Translate administrative forms and documents between English, Arabic & Hebrew accordingly, to ensure clear communication.
  4. Banking Duties: Perform banking tasks such as cashing checks and making deposits at Israeli banks as needed.

Job Profile Requirements

Required

  • Bachelor’s degree in Social Sciences, Public Relations/Administration, or any related field.
  • Specialized training in safety and security management.
  • Experience: Minimum 5 years of working experience in the humanitarian sector, in a security role.
  • Interpersonal Skills: Excellent interpersonal and communication skills.
  • Communications Equipment Knowledge: Strong understanding of communications equipment and operations.
  • Database Management: Ability to develop and manage computer databases and tracking systems.
  • Report Writing: Proficient in writing professional letters and reports in Hebrew, English and Arabic.
  • Language Proficiency: Ability to speak, read, and write in Hebrew, English & Arabic.
  • Knowledge of Local Routes: Good knowledge of roads and routes in Israel and the West Bank.
  • Governmental Protocols: Understanding of governmental protocols regarding safety, security, and the movement of people and goods.
  • Valid Driving License: Possession of a valid driving license.
  • Autonomous Work Capability: Ability to work independently in a highly stressful and challenging environment with tight deadlines.
  • Resourcefulness: Resourceful and creative in developing the role of security within country office programs to ensure effective support.
  • Jerusalem ID, with the ability to travel between Jerusalem & West Bank.
  • Ability to work in multi-cultural teams

Desired

  • Training in internationally recognized safety and security protocols
