Role and Responsibilities
The purpose of the Health, Safety and Security Officer’s position is to support implementation of NRC activities in the Gaza Area Office of Palestine. The HSS Officer supports the Area Office to ensure the safety and security of NRC staff and assets in Gaza, through the implementation of relevant policies and procedure, assist identifying risk management measures and putting them in place.
Generic Responsibilities
- Ensures adherence to NRC’s safety, and security risk management plans, policies, and procedures.
- Implement NRC’s safety, and security risk management plans, policies, and procedures at field level.
- Conduct regular security risk assessments in the field to identify safety and security needs.
- Ensure that Minimum Operating Security Standards (MOSS) are implemented.
- Provide regular safety and security related updates.
- Ensures training is scheduled and delivered in the Area Office.
- Contribute to implementation of Safe and Inclusive Programming Minimum Standards across the area of work.
Specific Responsibilities
- Assist in conducting desk assessments and security risk assessments (SRA) workshops for the Gaza Strip.
- Monitor local news and prepare regular bulletins on the new developments.
- Keep track of inventory relevant to Minimum Operating Security Standards.
- Support with movement planning and tracking.
- Conduct indication to new team members.
- Maintain AO HSS filing system.
- Maintains awareness to the political and military situation in the country.
- Reports and alerts the HSS Coordinator of important events, from monitoring the Internet and media.
- Completes and maintains safety and security training records/database including HEAT/HEIST training conducted by NRC staff.
- Supports the HSS Coordinator to prepare and schedule in country HSS trainings to NRC staff, international and national in conjunction with the Country Office HR Department.
- Support in drafting the development of security and safety frameworks including security plans, safety procedures, relevant SOPs, evacuation, and medical plans for all locations of operations withing Gaza.
- Update the phone communication tree in the Gaza Area Office.
- Process permits, in coordination with HSS and Logistics staff in CO.
- Undertake other reasonable task assigned by management.
Generic professional competencies:
- Experience working in a security and access role in a humanitarian/recovery context.
- Strong admin and organizing skills.
- Previous experience working in complex and volatile contexts.
Professional competencies for this position:
- At least two years’ relevant experience in security with INGO or UN agencies
- Relevant tertiary degree with excellent analytical skills
- Experience with security and safety management processes in a humanitarian INGO context
- Excellent inter-personal and communication skills
- Ability to work under pressure and manage stress.
- Fluency in both Arabic and English
We value reliability and organizational skills, and we are looking for someone who can communicate effectively, work well in a team, and handle pressure. Basic analytical and IT skills are also desirable.

Additional Information:
Contract duration: 6 months.
Working hours: 40 hours/week, Sun-Thu (5 days per week)
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Gaza (open to Gaza strip residents only)
